We reinstalled the 440 PV-West repeater last week at its school site atop the Palos Verdes Peninsula. Although we largely corrected the repeater transmit frequency and power instability issues we are monitoring for further drifting before returning PV-West to normal service.

Simplex communication during last Thursday's Statewide Healthcare and Medical Exercise went very well in our District. However some hospitals in the southern part of L.A. County had difficulty getting recognized by ham net control operators at the County Medical Alert Center due to overload on the DARN repeater system. In our area several hospitals communicated on simplex to our Lomita DCS room while the Providence Little Company of Mary Hospitals in Torrance and San Pedro also made excellent amateur radio and commercial radio contacts directly between their facilities.

We will have two members operating from the Lomita Station DCS room during 1015-1100 hours this Thursday for the 2019 California Statewide Medical and Health Exercise. During these annual drills hospitals test their disaster operations, including triaging patients and simulating facility issues. This year's statewide exercise scenario is a local flood--in our area the most likely flood situation would be a broken water main sending water into hospital basements or a significant internal water pipe break. Our radio room will be taking simplex messages and evaluating signal quality from South Bay hospitals during this short communication test.

A new approach we had for this year's event was an automatic slide show using a laptop computer instead of a poster board to illustrate DCS activities.

Thank you to everyone who participated in last Thursday's Great California ShakeOut. We received city situation reports via voice and NBEMS from many cities in Area G in addition to member check-ins, some of which required relays due to our simplex operations. We also gained knowledge by testing communications from City Halls in El Segundo, Hawthorne, and Lawndale as well as from outside the Hermosa Beach EOC--and sending NBEMS messages from each of these.

The 2019 Great California ShakeOut starts at 1017 hours this morning as we test the South Bay's mutual flow of disaster communication via amateur radio in a major earthquake's aftermath. DCS members should take an HT or mobile radio with them today and check in to the Lomita Station from wherever they are between 1020 and 1045 hours primarily using our 2-meter TAC-3 simplex frequency or secondarily the 440 Rolling Hills repeater. Report your simulated availability ("immediate" or other)...please note that during today's exercise no one will be deployed. From 1030 to 1100 hours our radio room at the Lomita Sheriff Station will receive city Situation Reports (preferably in NBEMS) from the South Bay's city-affiliated disaster amateur radio groups using our 220 simplex (primary) or 2-meter TAC-3 simplex frequencies for relay to the County EOC. For Area G cities without an active official radio group one of our members will send an NBEMS situation report from the respective City Hall parking lot to test transmission paths with the Lomita Station. Lastly, between 1115 and 1150 hours the Lomita Station DCS room will transmit NBEMS or voice follow-ups to City radio groups.

After investigating possible causes of weak signals from PV-West in recent nets we found this repeater had experienced a 5 kHz transmit frequency drift. We are working with the PV-West trustee to correct this in the next month.

Although not a DCS event in our immediate area Field Day provides useful experience in setting up a field station and operating continuously with emergency power. Thank you to everyone who participated in Saturday's Cal OES Radio Rodeo. Our net control point at the Torrance Courthouse parking lot had a setup almost rivaling amateur radio's Field Day complete with furniture; four masts to operate on 2-meters, 220, 440, and 6-meter beam antenna in vertical polarization; a 69' end-fed long-wire HF antenna coupled with a 9:1 matching box and 75 feet of coax for 60-meters; and plenty of battery power. We especially thank Jim, T-228, for coordinating arrangements that allowed us a permit to legally use the Torrance Courthouse lot.

DCS is representing the Los Angeles County Operational Area in the California Office of Emergency Services "Radio Rodeo" this Saturday morning, May 4, where the emphasis is on portable operation. During 0800-0855 hours from wherever you are please check in using either our District's 220 simplex frequency, 2-meter TAC-3 simplex frequency, or the 440 MHz K6RH Rolling Hills repeater. The City radio groups of Area G (i.e., PVAN, TARA, NART, Gardena DCS, etc.) are also requested to check in and may pass any traffic as a test. Everyone checking in should report their respective geographic coordinates (available from Google Earth, a smartphone compass, or a GPS device) in the format of degrees-minutes-seconds as in: 33o 03’ 13” N 118o 09’ 29” W All DCS District net control locations in this year's Radio Rodeo are to be portable--not at Sheriff Stations--using emergency power. There will not be DCS District nets this evening due to the annual DCS Countywide member meeting. Our weekly nets from the Lomita Sheriff Station resume at 1930 hours next Monday, April 8. During last Monday night's District net from the Lomita Station's rear parking lot our station set-ups tested a worse-case situation of being directly beneath the City of Lomita's five-million gallon water tank on the hill overlooking the station. We generally had no problems communicating last Monday despite antennas only being about 20' high instead of 60-80' up on the station's tower, although simplex signals with the west side of Rancho Palos Verdes were sometimes challenging.

This past weekend's annual Baker 2 Vegas race involving nearly 500 amateur radio operators through the California/Nevada desert and yesterday's 24,000-runner Los Angeles Marathon with 30 operators in Los Angeles, West Hollywood, Beverly Hills, and Santa Monica provided great lessons in emergency radio operation. With regard to the Los Angeles Marathon Deane, Staff 50, and I were heavily involved with that event and heard many of the challenges of operating with 5-watt HT radios from street level in a densely-built city environment. The K6CPT-1 simulcast system definitely provides an enormous advantage to DCS with on-the-street operations over a wide urban area. Please consider working at either B2V or LAM next year to gain additional experience.

To better plan for food and seating all DCS Districts have been asked to provide headcounts by March 22. The meeting during 1900-2100 hours is in the Crime Lab's Media Room. Those arriving between 1700-1830 hours may take escorted tours through the Crime Lab facilities followed by a presentation about the Crime Lab during the meeting.
