his week we are operating during the California Statewide Healthcare and Medical exercise Thursday morning and on Saturday morning there is the DCS Quarterly Training Day at EOB. Topics presented at the latter are: a short video I made about this year's Field Day throughout Los Angeles County, including DCS; an overview by Deane, Staff 50, about DCS' new 440 MHz repeaters, their future direction, and recent DCS Tech Team work resolving packet interference with the 2-meter K6CPT-1 frequency; and DCS' Basic Message Handling class taught by Keith Prebble, Staff 12. All members are required to take the Basic Message Handling class at least once,,,and Saturday's session may also be taken as a refresher.

During 1200-1500 hours next Sunday (Oct. 28) the four Palos Verdes Penisula cities are sponsoring their annual Prepared Peninsula disaster readiness expo at the Norris Pavilion on Indian Peak Road next to County Fire Station 106. DCS and LASD will be represented there with an exhibit including a Sheriff's Department mobile communications vehicle. Other amateur radio exhibitors at Prepared Peninsula include Rancho Palos Verdes' PVAN radio group, Palos Verdes Estates' NART radio group, and the Palos Verdes Amateur Radio Club (K6PV).

The 2018 Great California ShakeOut is this Thursday at 1018 hours. Please take an HT radio with you if away from home. All Districts 3 & 17 DCS members are asked to briefly "drop, cover, and hold" at 1018, then check in with the Lomita Station DCS room using either the 440 Rolling Hills repeater, our 2-meter TAC-3 simplex frequency, or 220 simplex frequency to report approximate location and simulated "availability" (this is an exercise only...no one will actually be deployed.) The remainder of our ShakeOut exercise will test passing Situation Reports from city-affiliated disaster amateur radio groups in Districts 3 & 17 to provide familiarity with the County's Situation Report that cities send during major disaster events. Full details were sent to heads of city-affiliated disaster amateur radio groups in Area G of the Los Angeles County Operational Area.

This year's Great ShakeOut drill provides a rare opportunity for all city radio groups in the South Bay to become familiar with the County's Situation Report that cities send during major disaster events. Full details were sent earlier this morning to heads of the city-affiliated disaster amateur radio groups in Area G of the Los Angeles County Operational Area (a few cities do not have such amateur radio groups). We also ask our DCS members on October 18 to "Drop, Cover, and Hold" at 1018 hours, then check in to report their current location and simulated "availability" using either the 440 Rolling Hills repeater, our 2-meter TAC-3 or 220 simplex frequencies. Our annual technical inspection of all 220 MHz disaster amateur radio equipment at 19 public and 4 private school sites on the Palos Verdes Peninsula is expected during the 2nd week of September. NBEMS (Narrow Band Emergency Messaging System) continues to grow in usage and we hope as many members as possible will be familiar with this free software that works with Windows, Mac, Linux, or Android. We now have a donated Linux computer in our Lomita DCS room to easily send and receive NBEMS messages using our Alinco 220 MHz radio, Yaesu FT-8900 multi-band transceiver, or Icom 2-meter transceiver. Amateur radio's annual Field Day is a public demonstration of how hams provide emergency communication with portable power. It runs from 1100 hours Saturday, June 23, to 1100 hours Sunday, June 24 (with setup before and take-down afterwards). If you belong to an amateur radio club or city radio group operating a Field Day site we hope you can participate there in any capacity even though it is not a DCS event. DCS expects to have its own Field Day operation inside the Station A mobile communications truck parked not far from the EOB.

For those who wondered...DCS is not being deployed for Primary Election Night duty this year. As mentioned in sample ballot booklets mailed to all registered voters L.A. County will have a different approach to Primary and General Election voting starting with the 2020 elections. All polling places will then be replaced by a much smaller number of Voter Centers that allow voting from anywhere in the County up to 11 days before Election Day. Nearly 43% of registered voters are already permanently voting by mail.

Thank you to our members who operated at the Redondo Beach Super Bowl Sunday 10K event on February 4 augmenting Redondo Beach's DSW organization. Over 8,000 runners participated in this year's 10K/5K that started and ended at King Harbor. Mike, T-100, coordinated the event's amateur radio operations which used the Palos Verdes Estates NART radio group's 440 repeater overlooking the entire running route. We appreciated having a number of our members at Saturday's DCS quarterly training day in the EOB. For those unable to attend--our class about maintaining amateur radio batteries had two key recommendations that seem obvious but are not always observed. First, always fully charge your HT radio batteries before any scheduled event you are involved with (don't assume because your radio is still partially-charged it will last the entire time you need it; also bring a spare battery.) Second, choose one day each month (such as the 1st) to fully re-charge all your radio batteries for readiness in case of an unplanned incident. We recognize many people have "battery re-charging fatigue" due to numerous re-chargeable batteries in daily life but do make an effort to always have your radio batteries ready. Most HT radio batteries take 3 to 4.5 hours to fully re-charge assuming you have a power source available.

This year's countywide DCS annual member meeting will be in Gardena on Monday, March 19, at the Gardena Transit (GTRANS) headquarters complex. We expect having at least two carpools from the Lomita Station to this year's meeting although members are also free to drive on their own. The annual meeting will have a presentation by Los Angeles County Department of Public Works about its own EOC in Alhambra and how that department operates during emergency situations to serve public needs. With this year's annual meeting located in our area we hope for a large turnout of Districts 3 & 17 DCS members.

Thank you to our members who operated at the Redondo Beach Super Bowl Sunday 10K event on February 4 augmenting Redondo Beach's DSW organization. Over 8,000 runners participated in this year's 10K/5K that started and ended at King Harbor. Mike, T-100, coordinated the event's amateur radio operations which used the Palos Verdes Estates NART radio group's 440 repeater overlooking the entire running route. Also serving from Districts 3 & 17 were: Deane, Staff 50; Matthew, T-87; Ray, T-88; Mike, T-109; Curtis, T-124; Steve, T-227; and LASD Volunteer Jeff, KM6GYB.

We appreciated having a number of our members at Saturday's DCS quarterly training day in the EOB. For those unable to attend--our class about maintaining amateur radio batteries had two key recommendations that seem obvious but are not always observed. First, always fully charge your HT radio batteries before any scheduled event you are involved with (don't assume because your radio is still partially-charged it will last the entire time you need it; also bring a spare battery.) Second, choose one day each month (such as the 1st) to fully re-charge all your radio batteries for readiness in case of an unplanned incident. We recognize many people have "battery re-charging fatigue" due to numerous re-chargeable batteries in daily life but do make an effort to always have your radio batteries ready. Most HT radio batteries take 3 to 4.5 hours to fully re-charge assuming you have a power source available.

This year's countywide DCS annual member meeting will be held in Gardena on Monday, March 19. DCS Districts have been asked for food planning purposes to provide a headcount by January 31 so please advise me by this Wednesday, January 31, if you think you can attend. We expect having at least two carpools from the Lomita Station to this year's meeting inside the Gardena Transit (GTRANS) headquarters on Western Avenue at 139th St. where there is a very nice room that the City of Gardena also uses for meetings. The DCS annual meeting featured presentation will be from Los Angeles County Department of Public Works which has its own EOC and will describe how it operates during emergency situations to serve public needs. With this year's annual meeting located nearby we hope for a large turnout from Districts 3 & 17 DCS members.

Districts 3 & 17 DCS has been asked to assist Redondo Beach's DSW organization with radio coverage at the 40th annual Redondo Beach Super Bowl Sunday 10K. Additional radio operators are needed and our participation is a DCS activity. This event from approximately 0600 to 1100 hours on February 4 attracts 7,000-10,000 participants annually who run or walk from King Harbor to South Redondo's Riviera Village and back.
