Many thanks go to our members who served at the Lomita Fair last Friday through Sunday assisting the Lomita Station's deputies and Volunteers on Patrol. We flexibly-staffed many roles at the Fair's entrance area in conjunction with deputies, VOPs, and private security to expedite lengthy queues of patrons through two metal detector lines. Our assignments included distributing information sheets on restricted items; hand-searching all purses, bags, and backpacks; having patrons remove all metal objects from pockets into plastic baskets; and working at the airport-style metal detectors. Serving from our District (including on multiple shifts) were: Bob, T-22; Bob, T-217; Cindy, T-223; Deane, Staff 50; Gary, T-222; Matthew, T-87; Ray, T-88; Stuart, T-61; Tim, T-62; and myself.

If you can help please go to the World Police & Fire Games website at: http://www.la17wpfg.com/6/scenes/VolunteerWebPage.htm and click the Sign Up button, then complete the form and indicate your are an LASD Volunteer in DCS. This past Saturday all volunteer shifts finally filled for the WP&FG track & field events at West Los Angeles College. Numerous sports held at the L.A. Convention Center and other sites still have many volunteer slots open. Duties at most locations involve checking in athletes, verifying credentials, helping run game clocks or keeping score, and possibly assisting with onsite issues.

Subject: Volunteers Needed - World Police and Fire Games
To: Volunteer and Explorer Coordinators

The Department is still in desperate need of Volunteers and Explorers to assist with the World Police and Fire Games, mostly for the Track and Field events at West Los Angeles College. Unfortunately, a previous request for assistance has garnered few responses. Please relay this request to your respective station's assigned Volunteers and Explorers.

Track and Field is in desperate need of Volunteers/Explorers for the following days:
8/8 Tuesday – 8/13 Sunday (they need 10 people per day with the greatest need being 8/8, 8/9, and 8/10)

Additional personnel will also be needed at College of the Canyons in Santa Clarita on Tuesdays, Wednesday and Thursday 08/08-10. Any help would be greatly appreciated. Both events cover roughly a 0700-1700 time frame.

Thank you.

The next DCS Quarterly Training Day at the EOB is Saturday, August 12, due to the annual "Angeles Crest 100" running race on August 5 which various DCS members assist. Deane Bouvier, Staff 50, will be teaching two classes on August 12: "Using the Motorola CDM-1550 radios" that are now in every DCS radio room and "Using the LASD Kenwood TK290 HT radios" that were issued to many DCS members in April/May 2017. If you have one of the latter radios Deane will also install software version 2.0 which includes a button programming change that now activates the display backlight for nightime use. Please let me know if you can drive a carpool from the Lomita Station to the August 12 training.

We appreciated all members who took part in ARRL Field Day activities during June 24-25 at various sites in the South Bay. Although not a DCS activity--nor indicative of amateur radio emergency traffic in Los Angeles County--Field Day provides many useful training experiences in logistics, remote station setup, and extended radio operations using emergency power sources.

We'll be in our DCS radio room (come downstairs in your uniform) or you may call my cellphone at 310-529-6450 and I will go upstairs to the front lobby to exchange your badge there.

This week's District net on Monday at 1930 hours from the Lomita Station is using the W6TRW 2-meter repeater (cross-banded onto the 440 Rolling Hills repeater), a test of an alternative TAC-4 simplex frequency, our 220 simplex frequency including an NBEMS digital message, and the 440 PV-West repeater in that sequence. All L.A. County DCS and city disaster radio group operators in El Segundo, Gardena, Hermosa Beach, Manhattan Beach, Palos Verdes Estates, Rancho Palos Verdes, Redondo Beach, Rolling Hills Estates and Torrance are encouraged to check in on one or more bands.

Our District's original TAC-4 frequency has interference from an IRLP node in San Pedro operating 5 kHz away and connected to a multi-repeater system on Palos Verdes. After consultation with SCRRBA, we are testing an alternative frequency for our tactical simplex net. Please advise me of any interference you observe on this alternative frequency.

Thank you to our members who operated at the City of Lawndale Youth Parade on April 29 supporting traffic and incident control by the South Los Angeles Sheriff's Station. DCS and other LASD volunteers manned barricades where residential streets intersected the three-mile parade route, also advising motorists how to exit across the parade perimeter. All Deputies and LASD volunteers including DCS used the same Sheriff's radio channel for communication with the command post. On duty from DCS were: Deane, Staff 50; Stuart, T-61; Vickie, T-218; Steve, T-227; and myself all using loaned Motorola XTS-5000 radios.

Next Saturday, May 6, is DCS' quarterly training day at the EOB. I am teaching two new classes-- "What Happens Before, During, and After a DCS Activation" and "Using Sheriff's Dept. Handheld Radios." Additionally Keith Prebble, Staff 12, is teaching another session of DCS "Basic Message Handling". Members who have taken "Basic Message Handling" may take it again or, if eligible for one of the Kenwood TK-290 radios being distributed, go early to the Sheriff's Communication Center uphill to sign-out for their Kenwood HT and accessories. My carpool to the training day is full and I would appreciate a second member driving a carpool from the Lomita Sheriff's Station. Members are also free to drive on their own. The training day schedule will be posted on the County DCS website later today.

Our District's TAC-4 frequency that we tested two Mondays ago is not usable at our net time because of interference from an unauthorized IRLP node in San Pedro operating 5 kHz away and connected to a multi-repeater system on Palos Verdes. IRLP operation on that frequency is not in accordance with the SCRRBA band plan. After consultation last week with SCRRBA this Monday night we will begin testing an alternative frequency for our tactical simplex net. Please advise me of any interference you observe on this alternative frequency.

Yesterday's 24,000-runner Los Angeles Marathon went very well, aided by amateur radio operators at water stations and medical aid stations along the entire 26.2 mile route. Deane, Staff 50, did a herculean job as the sole amateur radio operator at the Multi-Agency Command Center in the City of Los Angeles EOC with the Marathon's ham radio coordinator also present as they handled numerous situations requiring first-responder assistance or dropout runner return transportation. Perhaps due to next weekend's Baker 2 Vegas race this year's Marathon radio staffing was less than recent years but the shortfalls were managed well. This year I was one of two net control operators at the Santa Monica finish line while DCS members from Crescenta Valley, East Los Angeles, and Lost Hills Stations plus the City of El Segundo's radio officer and his daughter were among the 2017 Marathon radio operators.

This Monday's District net at 1930 hours from the Lomita Sheriff's Station is using the W6TRW 2-meter repeater (the 440 Rolling Hills repeater cross-link might not be fully operational), our 2-meter TAC-2 simplex frequency (note the change this week from our usual TAC-1 frequency), the 220 simplex frequency with voice net followed by an NBEMS digital message, and the 440 PV-West repeater in that sequence. All members of L.A. County DCS, El Segundo ARG, Gardena DCS, HBARA, MBARA, NART, PVAN, RBARA, TARA, and other South Bay city radio groups are encouraged to check in.

This is the final week to sign up as a radio operator at the 25,000-runner Los Angeles Marathon on Sunday, March 19. Although not a DCS event the Marathon provides great training for ham operators serving "on-scene" over a multi-hour period. The two sessions for receiving operator orientation and credentials will be this Wednesday from 4:00-6:00 pm and this Saturday from 11:00 am-1:00 pm at the Marathon's headquarters near Dodger Stadium. To sign up visit the L.A. Marathon volunteer website at: http://www.doitsports.com/volunteer2/info.tcl?job_id=488 and for more information about the Marathon itself visit: https://www.lamarathon.com/ .

DCS members comprised four of the eight team members on the Palos Verdes Amateur Radio Club's five-day "Islands On The Air" DXpedition to Two Harbors on Catalina Island last week. Assembling three HF stations and operating on the island were: Jerry, T-03; Ray, T-88 (team leader); myself; and Hugo, a DCS member from Temple Station. The team carried 1,200 pounds of gear and made over 1,100 contacts--despite high winds and rain--including working Pitcairn Island in the South Pacific on four different bands using CW. The team also competed in the past weekend's challenging CQ Worldwide 160-meter SSB contest using a 268-foot long wire dipole.

All members are needed to help operate Monday night nets at the Lomita Sheriff's Station at least once annually. Please contact me at [email protected] if you are able to help on a date in 2017 that works for you. We especially need operators on January 30 when it is Lomita's turn to run the DCS Countywide net in addition to our District net. Also advise if you would like to operate with us at the South Los Angeles Sheriff's Station during one of our occasional Monday nights there.

Please examine the Districts 3 & 17 telephone callout tree in the Members Only section of our District website (http://www.qsl.net/lmtdcs/MembersOnly/D17%20PhoneTree.pdf) and advise if your home or cell phone numbers have changed. We will be using this phone tree for one of our Monday night nets in February to simulate a local activation.

In 2017's first half we already have District and Countywide DCS activities planned. At our District level we are scheduled to operate DCS' Countywide Monday Night Net from the Lomita Station on January 30 and one of our February Monday night nets will test the Districts 3 & 17 telephone tree. In March we'll also operate one Monday night from the South Los Angeles Sheriff Station. At the County level the next DCS Quarterly Training Day at the EOB is Saturday, February 4, with a mix of new and refresher classes. Also mark your calendar for the Countywide DCS Annual Members meeting on Monday, March 20, again held at the City of Rosemead's Community Center. As these dates approach we'll have more information about available carpools from the Lomita Station.

The Palos Verdes Peninsula Unified School District's liaison with Lomita DCS since 1998 for the 23-school disaster amateur radio system retired at the end of December. Lora Dodell, KF6JLF and Executive Assistant to the Deputy Superintendent--Business Services for 22 years, worked closely with DCS on the District's monthly radio drills, annual equipment inspections, and radio equipment maintenance. We wish Lora well in retirement. Lomita DCS will now be working with Cindy Snyder, KM6GYG, Executive Assistant to the District's Director of Facilities Maintenance. With this change the District's net control point for its disaster amateur radio system will move from the near-sea level Malaga Cove administrative offices in Palos Verdes Estates to the District's high-elevation maintenance complex on Crest Road in Rolling Hills.

We are starting 2017 with a special New Year's net tonight at 1930 hours from the Lomita Sheriff's Station using the W6TRW 2-meter repeater (cross-linked with the 440 Rolling Hills repeater), our 2-meter TAC-1 simplex frequency, 220 simplex frequency (the voice net followed by an NBEMS digital message), and the 440 PV-West repeater in that sequence. Because some operators will still be out of area for the holidays we have time to give signal or audio quality reports to anyone requesting it.
