Thanks go to DCS members who worked at the Torrance landing zone on Election Night last Tuesday and into early Wednesday morning: Bob Closson, T-22; Deane Bouvier, T-02; Denzel Dyer, T-118; Joe Lanphen, R-01; John Connell, T-125; and Pete DeLellis, T-27. The helicopter assigned to Torrance only made one flight before a dense fog layer required all remaining ballot bags to use ground transport for reaching the Registrar of Voters in Norwalk, but we managed the bag situation nevertheless. For the first time on Election Night in Torrance we used a localized 440 cross-band link into the K6CPT 2-meter repeater enabling all of us to easily reach DCS' repeater with our low-power HT radios from anywhere at the landing zone.

The City of Rolling Hills disaster drill went extremely well last Thursday. An important aspect learned during this drill was that 5-watt HT radios with rubber duck antennas inside the City Council chambers reached the Lomita Sheriff's station DCS room extremely well on 2-meter, 220, and 440 simplex frequencies--no external antenna was required.

The statewide 2012 Great California ShakeOut is at 10:18 am this Thursday, October 18. The Lomita Sheriff's station DCS room will be activated at 1020 hours Thursday. The City of Torrance and its TARA operators, as well as the Palos Verdes Peninsula Unified School District's amateur operators will be conducting full-scale ShakeOut drills that morning. All District 17 DCS members are asked to check in to the Lomita station from wherever they are (whether at work, school, home, or elsewhere) between 1020 and 1200 hours using either the 440 Rolling Hills repeater or our 2-meter Alternate #1 simplex frequency. Please give your approximate location and a brief "situation" report. No DCS operators will be deployed to field locations during this ShakeOut Drill.

Thanks to all DCS and PVAN members who participated in last Thursday's four-hour City of Rancho Palos Verdes annual City Hall disaster drill and Emergency Operations Center activation. Jim, T-59, also checked in regularly from his high-elevation home along the Peninsula's crest. I roamed during the morning portion to test our District frequencies into the Lomita station from County Fire Stations 53 and 83 in Rancho Palos Verdes using various radios, antennas, and power levels. We were surprised to reach the Lomita Sheriff's station over the Peninsula from Fire Station 53 in Portuguese Bend using a Motorola 5-watt HT with rubber duck antenna on 2-meter simplex.

To reiterate a special message sent to members last week: all DCS Districts have been ordered to cease using the 1.2 GHz (23cm) amateur radio band due to potential interference with a new Federal Aviation Administration air route surveillance radar. Our 1.2 GHz amateur transceiver at the Lomita station had only been used in recent years to turn on and off our cross-link connecting W6TRW's 2-meter repeater with the 440 Rolling Hills repeater. This Saturday, May 19, will be a busy ham radio day for many of our members with the Palos Verdes Half Marathon being held all morning in Rancho Palos Verdes and Palos Verdes Estates, a DCS "Golden Guardian" message drill also in the morning, Torrance's annual Armed Forces Day Parade all afternoon, and a ham radio license VE session at Hesse Park also that afternoon. Instead of participating in the statewide Golden Guardian exercise on May 15-16 many of our District cities are planning to conduct a disaster drill on November 8.

We greatly appreciated all check-ins to our last two district nets that tested communication under an evacuation scenario from the Lomita Sheriff's station. During last Monday's net we put up 20-foot and 10-foot antenna masts at the worst location in the parking lot beneath the City of Lomita's 2.7-million gallon water tank overlooking the station. This location using portable antennas resulted in fluttery signals on the PV-West repeater but we heard most operators reasonably well on simplex while monitoring our three repeaters' input frequencies.

Our next net on Monday, March 12, will use vehicle mobile antennas and portable power in the station's rear lot instead of the station's 80-foot antenna tower and AC power. This net and another later in March using mast-mounted antennas will enable everyone to understand how well our communication paths work should the station's DCS room and/or radio tower be damaged.

Our upcoming District meeting in the Lomita Sheriff station's Assembly Room will be on two dates this week: Wednesday, Feb. 8, from 1900 to 2030 hours and again on Saturday, Feb. 11, from 0900 to 1030 hours. There are good reasons why we conduct Monday night nets, even though the communication is only tactical call or organization and FCC call sign. First, our nets let us know your equipment and communication path are still working--we'll tell you if there is an apparent problem. Second, the nets enable everyone to maintain operating familiarity with their VHF/UHF radios. Finally, these nets enable everyone to become familiar with the call signs and voices of other amateurs in the government-affiliated disaster radio groups serving our area. Incidentally, we continue sending our weekly DCS messages to all City Radio Operators and Assistant City Radio Operators in the Lomita station's disaster service area even if those operators are no longer DCS members.

Last Tuesday night's deputy-involved shooting on Golden Meadow Drive in Rancho Palos Verdes attracted news media helicopters to hover overhead, causing residents of a nearby homeowners association to become alarmed. DCS members were not involved nor in the immediate area, but this incident is a useful reminder that DCS members are not to serve as spokespersons for the Sheriff's Department. Never speculate and if you are asked kindly refer information requests from the news media, individuals, or other groups to the Sheriff's station involved with the incident.
