The Lomita and Carson DCS districts conducted a successful message
handling drill last Wednesday evening. Reliable full-quieting simplex
communication between the two Sheriff's stations was found on 6-meters,
2-meters, and 1.25 meters--even at 5-watt power levels. Marina del Rey
DCS was unable to participate as scheduled but we will test
communication with them in a future message drill.

We thank the 64% of District 17's members (as well as the many city
radio group members) who participated in last Thursday's Great ShakeOut
drill, despite being during work hours. This year's ShakeOut was a very
good test of our disaster net start-up procedure and message management
process. At the drill's peak, we handled 12 formal messages during a
35-minute period at Station 17 while simultaneously conducting routine
radio communications with members and city EOCs.

We are
pleased to report the FCC last Wednesday granted a waiver allowing 17
amateur operators employed at Providence Little Company of Mary Medical
Centers in Torrance and San Pedro to participate in periodic disaster
drills and radio testing.
We greatly thank Captain Anda and Sgt. Rozas of the Lomita Sheriff's
station for facilitating this waiver. As a result, personnel
at Little Company of Mary's Torrance hospital conducted a one-hour test
organized by T-002 last Friday from the hospital's new station using 10
amateur radio frequencies on three bands. Also participating
in the test were T-001 at the Lomita Sheriff's station; T-139 at the
Torrance Police Department; T-014 and T-057 from Rolling Hills Estates
and Rancho Palos Verdes, and several TARA members.

A powerful, but unauthorized, 223 MHz repeater near Santa Barbara /
Santa Maria recently began using District 17's 220 simplex frequency,

We are
pleased to report the FCC's Wireless Telecommunications Bureau issued a
waiver on February 1, 2010, allowing the 30 amateur operators employed
by the Palos Verdes Library District to participate in monthly disaster
radio test drills with the Lomita Sheriff's station and Palos Verdes
Estates PD EOC. District 17 DCS assisted the Library District
with this waiver request, which covers all drills for the remainder of
2010 . Last November we also provided re-fresher HT radio
training for all operators at the Library District's three locations to
get this District 17-sponsored project back on track. The
FCC's waiver letter may be accessed from our website's homepage,
http://www.qsl.net/lmtdcs/ under "News Items". The Library
District serves all four cities on the Palos Verdes Peninsula.
