We will be operating District nets on December 20 and 27, also enabling members to test new equipment. The number of check-ins is expected to be less than usual on those evenings due to holiday travel. As a result, we will have time to accommodate members' special testing requests such as using lower power, simplex on a repeater output, or an alternate antenna. There will be no net on Monday, January 3, the first Monday of the month.

Most of the recent LiveScans for our District members have successfully come back and are now at the Sheriff's volunteer services office. Thank you for your patience with this process. We still have two more LiveScans to take care of. The new badges will be distributed on numerous dates in early-2011 at the EOB and we will have carpools to help facilitate getting everyone there. You will also be able to drive on your own.

Marina del Rey DCS was unable to participate as scheduled but we will test communication with them in a future message drill.

We hope all members will eventually acquire an earpiece or headset for their HT radios.  These close-to-the ear devices provide substantial audio improvement over speaker mikes and the HT's own speaker when operating in noisy situations.  All ham operators working at the Los Angeles Marathon, for example, were strongly urged to use earpieces with their HTs.  As a reminder, if you have a Kenwood HT it is imperative you use an earpiece or headset specifically wired for Kenwood radios due to their non-standard plug scheme.

This week's District 17 net from the Lomita Sheriff's station on Monday, March 15, at 1930 hours will use the 2-meter W6TRW repeater, 220 simplex, and the 440 PV-West repeater.  All DCS, PVAN, NART, TARA, and HBARA members are encouraged to test their equipment by checking in.   We appreciated the W6TRW repeater being re-programmed to omit periodic announcements during our weekly net.

A powerful, but unauthorized, 223 MHz repeater near Santa Barbara / Santa Maria recently began using District 17's 220 simplex frequency, especially during late afternoon and evening hours.  We have now filed a complaint with the FCC Official Observer.  No repeaters should be using this simplex frequency and the repeater's CW ID is not a valid call sign.  T-001 and T-002 have done considerable monitoring, but we would appreciate our members' help as well.  Please let us know of call signs heard and if you are able to determine this repeater's PL or input frequency.

We are pleased to report the FCC's Wireless Telecommunications Bureau issued a waiver on February 1, 2010, allowing the 30 amateur operators employed by the Palos Verdes Library District to participate in monthly disaster radio test drills with the Lomita Sheriff's station and Palos Verdes Estates PD EOC.  District 17 DCS assisted the Library District with this waiver request, which covers all drills for the remainder of 2010 .  Last November we also provided re-fresher HT radio training for all operators at the Library District's three locations to get this District 17-sponsored project back on track.  The FCC's waiver letter may be accessed from our website's homepage, http://www.qsl.net/lmtdcs/ under "News Items".  The Library District serves all four cities on the Palos Verdes Peninsula.

Please operate safely during the heavy rains forecast for Southern California this week and possibly next.  Members working in rainy conditions during DCS activities may wear unmarked protective rain clothing over their uniforms, as was the case at the December 12th Marina del Rey holiday boat parade.  DCS members working at that event mostly wore their personal yellow slicker rainwear, even though such outerwear had no DCS logos or markings.
