Several members have inquired about the status of new DCS badges.  The answer is that the Sheriff's Department has not issued these yet.  All existing badges of continuing DCS members who renewed earlier this year are still valid going into 2010, despite the December 2008 expiration date shown. 
Please note that neither T-001 nor T-002, no one on the DCS executive staff, nor recent new DCS members have received their new badges either.  All renewing members are included on the active roster which DCS leaders can use to provide verification of your membership, if necessary, in the meantime.

Rainy and/or cold weather can make for difficult operating conditions.  We would like to acknowledge the members of the Torrance Amateur Radio Association led by Chuck Galbasin, T-139, and Torrance CERT who directed vehicle traffic during last Monday's H1N1 swine flu vaccinations at Torrance's Wilson Park despite heavy rain much of the day.    Additionally last Sunday Les Chapin, T-024, directed traffic for most of a very chilly day along with other DCS members at Long Beach's All Souls Cemetery in connection with a large special service there .

This month we held four radio re-training sessions for the 31 licensed amateur operators at the Palos Verdes Library District's three facilities.  This District 17 DCS project started nearly four years ago but library operators did not actually get on the air until this year's Great ShakeOut drill on October 15th.  We are now in the process of obtaining an FCC waiver to enable these employees to participate in monthly radio-check drills similar to those conducted by the Palos Verdes Unified School District.

We are pleased to report the FCC last week granted a waiver to the Palos Verdes Peninsula Unified School District enabling the 53 school employees who are amateur operators to continue participating in PVPUSD's monthly ham radio drills through June 2010.  The PVPUSD disaster communication net using amateur radio has long been a District 17 DCS project.  We worked with the school district so it could obtain this FCC waiver, which became necessary after clarifications to FCC rules were issued on October 20, 2009.

DCS and PVAN received recognition at last week's Rancho Palos Verdes City Council meeting for volunteer work during the August 27-28 brush fire.  Mayor Pro Tem Steve Wolowicz expressed the city's appreciation to all team members of both amateur radio groups as well as the volunteer County equine rescue team that helped evacuate horses.  RPV City Radio Officer Dale Hanks, T-057, and I represented District 17 DCS while Alan Soderberg and Herb Stark represented PVAN on behalf of our respective members.

Disappointment (as well as repeaters of other organizations there) recently have been either temporarily off the air or on battery power due to the Station fire.  When the EOB (Station A) is operating its alternate K6CPT 2-meter repeater on 145.300 MHz a different PL is required.  Please access the "Members Only" section of our District website at www.qsl.net/lmtdcs for the correct PL to this alternate repeater.  We also encourage you to bookmark this web address for Lomita Station-District 17 DCS to regularly obtain updated information and useful links.

We are seeking a few more members to participate in this year's DCS inspection of the Palos Verdes Peninsula Unified School District's disaster amateur radio equipment at 20 school sites.  This is an approved, pre-arranged DCS activity between 0900 and 1200 hours on both Monday, September 14, and Tuesday, September 15.  Hourly credit is given for those who participate.  Please contact T-001 ([email protected]) if you are available to help on either morning.  As in prior years, members in uniform will work in two-person teams visiting three or four school sites on each day.

I would again like to thank the District 17 DCS members who very rapidly responded to our activation during last week's Rancho Palos Verdes brush fire (Deane Bouvier,T-002; Jim Johnson, T-014; Bob Closson, T-022; Ken Hartley, T-038; Dale Hanks, T-057; Matthew Cruse, T-087; Denzel Dyer, T-118; Nigel Keep, T-138, and Robert King, T-165).  Our presence at the incident command post during this fast-moving fire enabled us to carry out assignments and observe additional aspects of disaster operations on the Palos Verdes Peninsula which we will recognize in our plans.   We also acknowledge Dave Jeheber (T-032), Stu Gorsky (T-061), and Bob Gorman (T-095) who checked in on standby status with Station 17.

Effective immediately, District 17's primary repeater frequency will be 145.320 MHz, (-) PL 114.8 – also known as the W6TRW 2-meter repeater.  Please program this repeater into your radios and, if possible, set your squelch for both "tone encode" and "tone decode" to avoid sometimes hearing a San Diego repeater.  District 17's weekly nets will now start on the W6TRW repeater, which will also be our principal channel during a disaster.  We greatly appreciate the efforts of Stu Gorsky, T-061, and his fellow officers and board members of the W6TRW Amateur Radio Association who made their 2-meter repeater available for District 17's disaster communication.

We have filed a formal interference complaint with the Two-Meter Area Spectrum Management Association to investigate the rogue repeater(s) on 146.590 MHz whose strong transmissions disrupted last week's net on 146.580 MHz simplex.  As time permits, all members monitor 146.590 and collect any information on the transmissions heard.  No repeaters should be operating in this region of the 2-meter band.

District 17's City Radio Officers and Staff recently agreed to begin our weekly District nets using the 440 primary repeater (Rolling Hills) instead of 2-meters simplex.  We felt it was more practical to use repeaters to open our weekly nets.  After 440 check-ins, our nets will switch to 220 and conclude on 2-meters simplex.  If your radio equipment only has 2-meter capability, the 2-meter net should begin at approximately 1940 hours.

There are four ways these badges can be returned,

If you have not renewed your LACDCS membership (for whatever reason), we have been requested to ask that you return your ID in one of the four ways outlined above.

If you did apply to renew your membership earlier this year but were recently requested to attend the brief "refresher" training at EOB on May 30, 2009, and you do not plan to attend this "refresher" training, we have been asked that you also return your ID in one of the four ways shown.  This latter situation applies to only a few people, all of whom were advised of the "refresher" training.

The LA Marathon is on Memorial Day and because of the holiday; they are running much shorter on sign-ups for volunteers. Currently, there are 5 one-mile locations with no hams.  With the later date, there is significant concern about the temperatures causing more dropouts, more requests for pick-ups, increased medical requests, a more critical role of monitoring water and watching for folks with heat exhaustion or heat stroke.
