DCS District and County nets
will not be operated this week. PVAN and NART city nets won't operate this week
either; they will resume the following week on January 4, 2010. We wish
everyone a Happy New Year and all the best in
2010.

All DCS and city-affiliated
operators are encouraged to check into our final 2009 DCS District net at 1930
hours Monday, December 21, from the Lomita Sheriff's station. This week's net
will use the two-meter primary repeater (W6TRW), 220 simplex, and the 440
Rolling Hills repeater in that sequence. Not all City nets will operate this
week or next. The first District 17 DCS net in 2010 will be on January

Several members have
inquired about the status of new DCS badges. The answer is that the Sheriff's
Department has not issued these yet. All existing badges of continuing DCS
members who renewed earlier this year are still valid going into 2010, despite
the December 2008 expiration date shown. Please note that neither T-001
nor T-002, no one on the DCS executive staff, nor recent new DCS members have
received their new badges either. All renewing members are included on the
active roster which DCS leaders can use to provide verification of your
membership, if necessary, in the meantime.

Rainy and/or cold weather
can make for difficult operating conditions. We would like to acknowledge the
members of the Torrance Amateur Radio Association led by Chuck Galbasin, T-139,
and Torrance CERT who directed vehicle traffic during last Monday's H1N1 swine
flu vaccinations at Torrance's Wilson Park despite heavy rain much of the
day. Additionally last Sunday Les Chapin, T-024, directed traffic for most of
a very chilly day along with other DCS members at Long Beach's All Souls
Cemetery in connection with a large special service there .

If you do not already have
a 2nd battery for your HT radio, we hope your holiday gift "wish list" will
include one. It is extremely beneficial to always have a spare HT battery on
hand. You will then be better prepared for a multi-day disaster and also for
when your original battery begins to experience reduced re-charging
capability.

This month we held four
radio re-training sessions for the 31 licensed amateur operators at the Palos
Verdes Library District's three facilities. This District 17 DCS project
started nearly four years ago but library operators did not actually get on the
air until this year's Great ShakeOut drill on October 15th. We are now in the
process of obtaining an FCC waiver to enable these employees to participate in
monthly radio-check drills similar to those conducted by the Palos Verdes
Unified School District.

We are pleased to report
the FCC last week granted a waiver to the Palos Verdes Peninsula Unified School
District enabling the 53 school employees who are amateur operators to continue
participating in PVPUSD's monthly ham radio drills through June 2010. The
PVPUSD disaster communication net using amateur radio has long been a District
17 DCS project. We worked with the school district so it could obtain this FCC
waiver, which became necessary after clarifications to FCC rules were issued on
October 20, 2009.

Hills Estates on October 14th and would be interested in attending a similar
class in the South Bay in Q1 2010, please notify T-001 at either:

We would like all District 17 members to be
familiar with the DCS radio room inside the Lomita Sheriff's
station. Beginning this week and continuing over the next
nine months, all members will have opportunities to operate from the
Lomita Sheriff's station during either a Monday night net or a special
event. We realize it has been awhile since some members
operated from the Sheriff's station while others have never done
so. For this week's District net we welcome Knut Myhre, T-046

This week's Monday District net will be from the Lomita Sheriff's
station at 1930 hours. Please provide a brief signal report
from your location during check-ins. Frequencies used will
be: our primary repeater, 145.320 MHz (the W6TRW repeater); 220
simplex; and the 440 Rolling Hills repeater in this order. The 2-meter
simplex and 440 tactical frequencies will not be used this
week. The following week's District net on August 24 also
will operate from the Lomita Sheriff's station. When using
the W6TRW repeater we suggest setting your radio for "tone encode" and
"tone decode", also known as "CTCSS" or "Tone Squelch", to avoid noise
from a San Diego repeater.

organizations (NART, PVAN, TARA, HBARA, and similar groups in our other
cities) are invited to check into Monday night DCS nets to voluntarily
test back-up communication with the Lomita Sheriff's station.
City-affiliated amateurs normally should only communicate with their
city's Emergency Operations Center during a disaster. But
city-affiliated operators in District 17 with emergency traffic may
directly contact the Lomita Sheriff's station via amateur radio if

room. This process will require about nine months to cover
all members and will be flexible to accomodate everyone. It

some newer members have never done so. You will be working
with T-001, T-002, or new T-003 to help operate a Monday night

Effective

MHz, (-) PL 114.8 – also known as the W6TRW 2-meter
repeater. Please program this repeater into your radios and,
if possible, set your squelch for both "tone encode" and "tone decode"
to avoid sometimes hearing a San Diego repeater. District
17's weekly nets will now start on the W6TRW repeater, which will also
be our principal channel during a disaster. We greatly
appreciate the efforts of Stu Gorsky, T-061, and his fellow officers
and board members of the W6TRW

The LA Marathon is on Memorial Day and because of the holiday; they are
running much shorter on sign-ups for volunteers. Currently, there are 5
one-mile locations with no hams. With the later date, there
is significant concern about the temperatures causing more dropouts,
more requests for pick-ups, increased medical requests, a more critical
role of monitoring water and watching for folks with heat exhaustion or
heat stroke. This means a more critical role for the hams. If you are
