This week's DCS district net from the Lomita Sheriff's station
at 1930 hours Monday is our final net during 2011. We will use our
2-meter repeater (W6TRW) cross-linked with the 440 Rolling Hills
repeater, 2-meter alternate simplex #1 frequency, 220 simplex, and the
440 PV-West repeater. All DCS, HBARA, NART, PVAN, Redondo city, and
TARA members are welcome to check in, as are city radio officers of
other cities. The first DCS district net in 2012 will be on Monday,
January 9.

The Lomita Sheriff station's Narcotics office was recently moved
into our DCS radio room due to space constraints at the station. Until
further notice we will be sharing the DCS room with deputies assigned
to Narcotics but we are not precluded from operating the radios during
drills or other events. Please ensure the room door is locked if you
are the last person to leave and respect the confidentiality of the
Narcotics unit's computer, file cabinet, and visible or audible
information.

week other than limited power outages (primarily in Torrance) and a few
fallen trees including a large eucalyptus at the home of a DCS member
in Rolling Hills Estates. DCS services were not needed after all, but
we thank the district members who responded to the request for possible
assignments if windy weather continued through the weekend.

We will be activating the DCS radio room at the Lomita
Sheriff's
station from 0915 to 1115 hours Thursday morning, Nov. 17, to support
several local hospitals during this year's California Statewide Medical
and Health Training disaster drill. The primary scenario in this year's
statewide hospital drill assumes a significant disruption to the
state's water supply system following a major disaster. One additional
DCS operator is needed at the Lomita station during this drill; please
advise T-01 if you are available.

and parking control during chilly weather at Torrance's centennial
kick-off event at Wilson Park today. Our participation was on a mutual
assistance basis, but thanks go to the radio operators in both
organizations along with Torrance CERT members who participated under
the conditions to make traffic flow successful.

Lomita DCS members have been requested and authorized to assist with
traffic and parking control at the City of Torrance's "Lights, Cameras,
Action" event from 1400 to 1900 hours at Wilson Park next Sunday,
November 6. This event launches Torrance's centennial celebration and
will use the Goodyear blimp for official photography. For DCS it is an
opportunity to operate in a mutual-assistance environment under the
command of the Torrance Police Department and its TARA organization.
Torrance PD officers will direct traffic on streets; DCS and TARA
members will handle traffic at entrances and inside four separate
parking areas needed to accommodate attendees. If you have a 220
MHz-capable radio, flashlight, and safety vest please sign up by

Please advise if you need a 220 MHz radio--several are available to
borrow. We also have an extra size L safety vest to loan out.

I hope you will be available for a unique opportunity to provide
traffic and parking control in a mutual-assistance situation next
weekend--and be a part of history at the same time.
Members from our DCS district have been requested to work with the
Torrance Police Department and its TARA amateur radio operators at
Torrance's November 6th "Lights, Camera, Action" kick-off event at
Wilson Park for the city's centennial celebration. (Wilson Park is
located along Crenshaw Blvd. just north of Sepulveda Blvd.) As noted in
the attached PDF, Torrance residents gathered at the park will point
Pelican flashlights into the sky to spell "Torrance 1912-2012" in
lights while official photographs are taken from the Goodyear blimp
above.
DCS members and TARA operators not involved in other event aspects are
needed from 1400 to 1900 hours at entrances to and inside four separate
parking areas for event attendees. Please note that Torrance Police
Department officers will direct traffic on streets. The Torrance PD and
its TARA organization will be in command at this event--DCS has been
asked to provide additional resources. You will need a 220 MHz-capable
radio, a flashlight, and a safety vest. I have an extra 220 Mhz HT and
safety vest I will be glad to loan.

The Lomita Sheriff's station DCS room will be fully operational for the
Great California ShakeOut this Thursday beginning at 1020 hours. We are
encouraging messages on 220 MHz from all cities within District 17 and
we will also be contacting each city EOC. This year the City of Rancho
Palos Verdes wants to test a "shift handover" by employees and
officials staffing their EOC. The city's second shift will pass traffic
to Station 17 until 1530 hours through the RPV Emergency Communications
Center. We will likewise test a DCS shift handover at the Lomita
station at 1215 hours, with a smaller second shift handling afternoon
RPV traffic after being briefed by our first shift. We could use
additional members at the Lomita station during either shift. Please
advise T-01 if you are available and not already signed up.

all District members should report their status from wherever they are,
first using our 2-meter W6TRW repeater/440 cross-link and then on our

District 17 members at work, school, or elsewhere who can't reach the
Lomita Sheriff's station on simplex during the ShakeOut should check in
on the 2-meter simplex frequency of any other Sheriff's station, as

deploying members to field locations during the drill other than those
signed-up to work at the Lomita Sheriff's station. Testing check-ins on

at 1930 hours this Monday. As discussed at District meetings, during a
major disaster District 17 members are to listen on our 2-meter
repeater or its 440 cross-link and check in with their "status" (i.e.,
approximate location and situation). Message traffic between City EOCs
and the Lomita Sheriff's station will use our 220 MHz simplex
frequency. District members should pass messages during this drill
using our 2-meter alternate simplex frequency Number One. Ask for a
relay if necessary. Some members will be emailed a message to transmit
over the air to the Lomita station during the drill; other members may
create their own message to the Lomita station and some will be asked
to copy messages from the Sheriff's station. Please use the phrase
"This is a drill" at the end of any message or status report you send.

mentioned in this week's District messages, the Sheriff's Department is
making its personalized emergency "dog tags" available free of charge
for DCS members who did not request these in Fall 2010. If you already
have these tags please do not ask for a second set. We are still
holding tags for a few members who were not at our District meetings
last month and we'll find a way to get their tags to them. Exception:
If you already have tags and a new medical condition has arisen we can
try submitting a new "Medical" tag for you. The dog tags are not
available to those with 800-series tactical calls.
These metal
tags--the same as worn by Sheriff's personnel--are made on a machine
the Sheriff's Department owns. The tags also come with a metal neck
chain and rubberized banding that may be used to cover the edges.
Please see the attached "Emergency Dog Tag Project" PDF sheet for
photos of these tags.
This free offer is voluntary--DCS members are not required to obtain
these tags. But these tags might save your life or enable notifying
your relatives sooner if you have a serious medical emergency.
There are actually two emergency "dog tags" available to DCS members: a
General
information tag (also known as Tag 1) and a Medical information
tag (known as Tag 2). You may order both or just the General
information tag. The 1st and 5th lines of each tag allow for 14
characters due to curved edges of the tags; all the other lines allow
15 characters. Enter your data on the attached Excel sheet and return
it to Deane Bouvier, T-02,
by October 15, 2011,
if you want these tags.
The attached PDF, "Emergency Dog Tag Project", also illustrates that
tags are made exactly as you list words, abbreviations, or numbers. For
example, the sample Medical tag shown misspelled "penicillin" as
"pennicilin" on the input template sheet and the misspelled word is
exactly how it appeared on the tag. The "WHD" after "LASD" in the
illustration refers to the West Hollywood Sheriff's station.
We realize the sensitivity about mentioning medical conditions and
respect the need for confidentiality. To facilitate producing these
tags efficiently, DCS Districts have been sent a spreadsheet template
for compiling all information their members supply. Deane will
coordinate all the data for our District received by October 15. I will
not see any information and Deane will delete the spreadsheet template
from his computer after submitting the data. You still have time to
consult your physician for determining what (if anything) to include on
a Medical tag. (For example, do you know your blood type?)
All tags for
DCS members will be ready by early February 2012 and we will issue
several follow-up reminders before October 15th. While these dog tags
are optional, we truly hope you will consider this valuable free offer
if you do not already have tags. It might greatly help you during a
medical emergency.

Drives area of Rancho Palos Verdes did not require DCS involvement.
L.A. County Fire and several other fire agencies aggressively fought

column. Beginning at 1930 hours Monday some District members will be

Here is the update on badge renewals for District 17 as of last
Thursday, Dec. 30. New badges are now approved and ready for about a
quarter of our members, specifically: T-061, T-088, T-109, T-120,
T-125, T-151, T-152, T-811 (T-044), and T-812 (T-050). More badges are
expected soon, but exchange dates at the EOB will not resume until
February due to various scheduling conflicts during January. There are
also a few members who had problems getting LiveScans re-done because
of the holiday period or other reasons. We are still committed to
organizing carpools on the badge exchange dates once the latter are
scheduled.
