This Monday's District net at 1930 hours from the Lomita Sheriff's Station is our final one in 2016. We will use the W6TRW 2-meter repeater (cross-linked with the 440 Rolling Hills repeater), our 2-meter TAC-1 simplex frequency, 220 simplex frequency (voice net followed by an NBEMS digital message), and the 440 PV-West repeater in that sequence. All members of L.A. County DCS, El Segundo ARG, Gardena DCS, HBARA, MBARA, NART, PVAN, RBARA, TARA, and other South Bay city radio groups are encouraged to check in.

As we wind-down DCS activities for our Holiday Break I would like to thank you very much for your service to our District and the County of Los Angeles during 2016. If there's a disaster situation over the Holiday Break that needs DCS we'll be active then but otherwise our weekly DCS messages resume on January 2, 2017. DCS is committed to providing additional training and operating opportunities in 2017 to enhance your disaster amateur radio skills that make us the best operators we all can be. I wish you and your family a wonderful holiday season and a very Happy New Year.

As discussed at our recent District member meeting nomenclature updates for the DCS Countywide repeaters were made in conjunction with programming a large batch of commercial radios that became available to DCS. Our frequency list in the Members Only section of our website at http://www.qsl.net/lmtdcs has been revised to reflect these changes and we suggest all members download the latest frequency list. Please contact me if you have any password problems.

Jerry, T-03, has done an amazing job restoring at no cost to the school district several building-mounted antennas that were found to have very high SWR levels during our radio inspections last month.

The next DCS Quarterly Training Day at the EOB will be Saturday morning, August 9. I am presenting the next two segments of "DCS Radio Operator Survival Skills" and a new presentation acquainting DCS members to work with CFMB antenna systems during a major emergency. We will again have a carpool from the Lomita Sheriff's Station front parking lot to the EOB and back, with four passenger seats available. This Training Day is the second Saturday in August due to the Angeles Crest 100-mile running race on August 2 where other DCS members typically provide communication.

Operating last Monday night's County and District nets from the Lomita Station's rear parking lot with emergency power sources proved to be a valuable training experience. Among other things, we found the 440 PV-West repeater had great difficulties from the parking lot spaces that were available to us then. Additionally two Lomita Station sergeants and a deputy using the parking lot stopped by to observe and talk about our operations while the nets were in progress. These personnel had walked the corridor outside our radio room daily but had never before seen our nets in action.

Last Tuesday at their weekly meeting in the Hall of Administration the Los Angeles County Board of Supervisors issued a proclamation declaring "Amateur Radio Month in Los Angeles County" and acknowledging the extensive volunteer work of ham operators in disaster radio organizations throughout the county. Please see photos of this beautiful proclamation and its text now posted on our website at: http://www.qsl.net/lmtdcs/2016-06-28_LACountySupvProclamation.html . The proclamation was issued to the American Radio Relay League on behalf of all amateur operators who provide emergency radio communication at County, City, ARRL, or special group levels. DCS is mentioned in the proclamation text and also during spoken remarks from Supervisor Sheila Kuehl (3rd Supervisorial District). While accepting this proclamation in my DCS uniform at the Supervisors' meeting I was allowed 45 seconds to speak and expressed our profound appreciation for such recognition. DCS Staff 1 Sgt. Jose Garcia was also present in the audience during the presentation.

Those at the May 7th DCS quarterly training saw Diana, Staff 60, give a short presentation I prepared about DCS's new simulcast repeater system with six linked hilltop repeaters to provide enhanced radio coverage throughout L.A County. Most of this simulcast system rapidly came into service sooner than expected, although the planned Palos Verdes Peninsula repeater site is not operational yet. With this transition the DCS 147.270 MHz repeater's status with the Two Meter Area Spectrum Management Association will be changed from "Open" to a "Closed" non-published repeater available only to DCS members. All DCS members are being asked to treat the simulcast system PL tones as confidential information for DCS use only. Details will appear soon on our District website and the County DCS website in the respective Members Only sections.

Next, Keith Prebble, Staff 12, is giving a new presentation on "Net Control" covering the protocols, commonalities, and differences of the various net types DCS members might operate. Finally, I am presenting "Using NBEMS on Android Tablets and Smartphones" which will show how to install and use NBEMS with the Android operating system that currently has a worldwide 63% share of the tablet market and estimated 61% share of the smartphone sector. Four of our District members participated in a five-day amateur radio DXpedition near Two Harbors on Catalina Island through Sunday that set up two full-fledged HF stations for the Islands On The Air program. The team worked over 900 other amateur stations in 48 states, seven Canadian provinces, and 24 countries despite marginal band conditions and winds gusting to 42 mpg limiting operation on the first two days. Ray, T-88, was the DXpedition leader with Bob, T-22, and Diana, Staff 60, also on the team that carried over 1,000 pounds of gear including for logistics support. Additionally Jerry, T-03, served from the mainland as a DXpedition "pilot."

The next DCS Quarterly Training Day at the EOB is Saturday, May 7, with three new classes presented. First, I am teaching "DCS Radio Operator Survival Skills--Part I" which summarizes and augments some previous DCS classes with new material. We will have one carpool leaving from the Lomita Station's front parking lot on May 7--please advise if you would like a ride--but members are also free to drive on their own.

At 1900 hours this Thursday in the Norris Pavilion the City of Rancho Palos Verdes, in conjunction with the three other Peninsula cities, is hosting a free lecture by U.S. Geological Survey scientist Dr. Erin Burkett on "Risk Reduction: A Scientific Talk on Natural Hazards." Dr. Burkett's talk aims to turn fear of the unknown into appreciation of Earth's natural forces and the context of specific natural hazard risks in Southern California. She will also discuss the modern technology used for studying, monitoring, and warning of natural hazards. The Norris Pavilion is at 501 Indian Peak Road in Rolling Hills Estates next to L.A. County Fire Station 106. All are welcome and free parking is available across the street at the Avenue of Peninsula Mall.

We are pleased to announce District 17-Lomita DCS will now also be overseeing DCS operations for the District 3-South Los Angeles Station area. This enables DCS having an organization covering all 14 South Bay cities that comprise Area G of the Los Angeles County Operational Area. The South Los Angeles Station replaced the former Lennox Sheriff's Station in 2010 but does not have a DCS unit. We will periodically operate countywide Monday night DCS nets and other drills from the South Los Angeles Station to ensure its radio equipment is working and a number of our members are familiar with operating there. The Lomita Station remains our primary operating base and our existing District frequencies easily cover the South Los Angeles Station's contact and contract cities. We believe having a combined Lomita/South Los Angeles DCS unit will encourage amateur operators from El Segundo, Hawthorne, Lawndale, Gardena, Manhattan Beach, and Hermosa Beach to consider joining DCS while further aligning DCS within the South Bay area's disaster management processes.

There will not be a District 17-Lomita or county DCS net this Monday night due to the President's Day Holiday. Our weekly nets resume the following Monday, February 22, at 1930 hours. The countywide DCS Tuesday noon net on the Mt. Disappointment 2-meter repeater will be operating between 1130-1300 hours this Tuesday. As a reminder, if you check in on County Tuesday noon nets please remember to report them in your weekly hours as these check-ins are not automatically accounted.

The 31st annual Los Angeles Marathon on Sunday had 63 amateur operators positioned along the 26.2 mile route providing radio communication. Deane, Staff 50, served as lead operator in the Multi-Agency Command Center at the City of Los Angeles EOC; I was lead operator at net control next to the finish line in Santa Monica; and DCS members from Lost Hills, Crescenta Valley, and East Los Angeles stations operated at points on the course with other hams from Los Angeles, Orange, and Ventura Counties. This annual event provides excellent field experience in an interesting large-scale setting so consider operating at next year's L.A. Marathon in March 2017.

We are saddened to report our long-time member Jim West T-59, WA6GIX, passed away on December 29, 2015, at age 93. Jim's voice was a familiar one during our Monday night District nets as well as Rancho Palos Verdes PVAN nets. Jim dealt with some significant health issues in recent years but his home amateur radio tower near the County's radio towers atop the Peninsula offered a spectacular location from which he still relayed weak signals into the Lomita Sheriff's Station DCS room and RPV City Hall. Funeral services for Jim are open to all and will be this Saturday, January 9, at 1100 hours in the Church of Jesus Christ of Latter Day Saints, 5845 Crestridge Road, Rancho Palos Verdes.
