Monday operated from the South Los Angeles Sheriff's Station. We will
use our regular frequencies: the 2-meter W6TRW repeater (cross-linked
on the 440 Rolling Hills repeater); Tac-1 (formerly known as Alternate
#1 2-meter simplex frequency); followed by the 220 simplex frequency;
and the 440-PV West repeater in that sequence. An NBEMS test message
will be sent on the 440-PV West repeater following the voice net there.
All members of L.A. County DCS; Gardena DCS; HBARA; NART; PVAN; RBARA;
TARA; and other city disaster radio groups in the South Bay are
encouraged to test their communication into South Los Angeles Station.

Continuing the spirit of amateur radio's nationwide Field
Day weekend on June 25-26, our June 27 Monday night District net from
the Lomita Sheriff's Station will be entirely operated outdoors in the
station's rear parking lot using battery power, portable antennas,
field radios, and reduced transmit power levels. I encourage all
members to check in on June 27 for testing transmission paths under
operating conditions simulating the Lomita Station's DCS room or
antenna tower being damaged following a disaster.

Knott's Berry Farm is again allowing DCS members two free
admissions between November 22, 2014, and January 31, 2015, as part of
the theme park's annual Fire and Police Recognition Days. DCS members

eligible for free admission of themselves and one guest. Up to six
additional discounted admissions may be purchased for $29 each through
January 4 or for $24 each during January 5-31. Parking costs are
additional.

Lomita District members ably staffed the DCS radio rooms at
three Sheriff's Stations during last Wednesday's countywide functional
exercise. I sincerely thank everyone who operated at these Sheriff's
Stations during the seven-hour exercise. Operating at the Lomita
Station were: Bob T-22; Cynthia T-220; Denzel T-118; Norm T-219; and
Pete, T-27. Operating from the South Los Angeles Station were Deane
T-02; Stuart T-61; and Wendy T-120. Vickie T-218 and I operated at the
Century Station in Lynwood. Norm T-219 also briefly operated from
Lawndale City Hall in response to that city's request for a DCS radio
operator there. At the city level, Dale T-57 and Jim T-14 were at their
respective city EOCs to transmit messages.

during the October 22nd L.A. County Functional Exercise due to a lack
of members in those districts. We realize the functional exercise is
being held on a weekday, but if you are not obligated to be at your
city EOC or elsewhere on October 22 please reassess whether you can be
available on the 22nd from 0800-1500. We especially encourage members
who live north of Artesia Blvd. to consider going to South Los Angeles
or Century stations with T-01 or T-02. Please let me know by 1700 hours
this Monday if you would be able to operate with us at either SLA or
CEN. We appreciate those who have already volunteered to operate on

This Thursday, October 9, is our next District activity:
the
City of Rancho Palos Verdes Emergency Operations Center drill. Please
advise me if you can operate for a two-hour shift in our radio room at
the Lomita Sheriff's station during 1000-1400 hours Thursday. The
scenario for this year's Rancho Palos Verdes EOC drill is quite
different from previous exercises: this year's realistic scenario
assumes very strong winds with torrential rains result in numerous
mudslides, hillside slippage, and road closures throughout the city.
The following Thursday, October 16, is the Great California ShakeOut
drill at 1016 hours simulating a major earthquake across Southern
California. We will need several operators at the Lomita station
between 1000-1200 hours that day as well.

We've been advised that all DCS districts will participate in
the Los Angeles County Office of Emergency Management's eight-hour
"functional exercise" on Wednesday, October 22, when all 88 cities in
the County send and receive emergency messages assuming conventional
means of communication are inoperable. DCS members are needed to work
in teams during 0800-1600 hours on Wednesday, October 22, at the Lomita
Sheriff's station to handle message traffic. Please let me know if you
can participate that day and the times you are available. We have been
requested to submit our list of operators for the functional exercise
to the DCS executive staff by this Wednesday, October 1.

Although it was not a DCS activity, a mix of current and
previous District 17 DCS members gained additional experience as the
radio operator team for the 62-mile charity RAT Beach Bike Tour on
Saturday, Sept. 27. This cycling event went through 11 cities on a
route from Redondo Beach King Harbor north to Culver City, then south
to San Pedro, and around the Palos Verdes Peninsula's west side back to

event was last Monday's "Conquer the Bridge" 5.3 mile benefit race
where over 3,000 runners and walkers went both ways across the Vincent
Thomas Bridge above Los Angeles Harbor. Lomita DCS members happened to
comprise five of the 14 radio operators at this event: Cynthia, T-220,
served as assistant net control; Matthew, T-87, operated from the
Bridge's on-ramp in San Pedro; Diana, T-01, operated from the bridge at
the west suspension tower; Joe, T-25, was positioned at the Terminal
Island turnaround point near Navy Way; and Denzel, T-118, was with the
race's ambulance crew on Terminal Island.

Be advised we were recently ordered by the DCS Executive
Staff to hold District nets on the first Monday of each month and will begin
doing so this week. It's no secret many of our District members attend

for many years due to the low number of expected check ins and staffing
difficulties. But we always compensated for these first Mondays by

This year's Los Angeles Marathon on Sunday, March 9,
provided
excellent training for amateur radio operators in dealing with
complexity from unfamiliar neighborhoods for a sustained period. The
Marathon's ham radio operators were kept busy as heat forced dozens of
runners to drop out along the course and nearly 1,000 runners required
medical attention according to television news reports. The Marathon's
radio operators provided another set of eyes for the enhanced security
presence this year while also reporting on Marathon logistics. Although
it's not a DCS-overseen activity, please consider volunteering to
operate at next year's L.A. Marathon if your schedule and health allow
it. This year I again operated from the streets of East Hollywood at
Mile 8; Deane Bouvier T-02 was one of three amateur radio operators at
the Multi-Agency Command Center in the Los Angeles Fire Department's
EOC; and former DCS Staff 66 Chris Storey operated from Mile 24 in
Santa Monica. My counterpart at the East Los Angeles Sheriff's station
DCS, B-01, was at Mile 3 in downtown Los Angeles.

This week's District messages are being issued later than

due to the Palos Verdes Amateur Radio Club's annual "Islands On The
Air" DXpedition at Two Harbors on Catalina Island which concluded last
night. T-01, T-03, T-25, T-88, T-219, and former DCS Staff 66 comprised
six of the 11 DXpedition team members who made nearly 1,900 contacts
with amateur operators in all 50 states, all 13 Canadian provinces, and
35 countries. This DXpedition provided excellent training in managing
DX pileups, HF station setup, logistics, teamwork, and technical
troubleshooting at remote station locations. The Avalon Sheriff's
station DCS unit leader, Gus U-01, also visited the Two Harbors
DXpedition site and provided insight on amateur radio communication
within Catalina and to the mainland.

A group of District 17 DCS members will be operating at
Two
Harbors on Catalina Island during February 19-23 for the Palos Verdes
Amateur Radio Club's annual "Islands On The Air" DXpedition to IOTA
NA-066. T-01, T-03, T-25, T-88, T-219, and former DCS Staff 66 comprise
six of the 11 DXpedition team members who will be bringing over 1,000
pounds of gear. Activity will mostly be on 160, 80, 40, 20, 17, 15, 12,
and 10 meter bands using CW, SSB, and RTTY. In addition, 6-meter SSB,
2-meter FM satellite, and 2-meter SSB grid square hunting will be
attempted. The previous DXpedition with a slightly smaller team and
using fewer bands made 2,069 contacts with all 50 states and 43
countries.

volunteers they may not engage in any political activities while

political activities "off-duty" while wearing their respective

As we enter 2014, the Los Angeles County Disaster
Communications
Service is embarking on an exciting new chapter in its 61-year history.
The Sheriff's Communication Center (which operates the countywide
dispatch function and Sheriff's radio system from the large building
uphill of the EOB) will now assume oversight of DCS from the Emergency
Operations Bureau. DCS will still fully support the Emergency
Operations Bureau's needs and those of our respective Sheriff's
stations and their cities. We will continue operating our weekly nets
and many of our current activities as well. The Sheriff's
Communications Center understands radio communication technology and
what amateur radio operators can do to assist the Sheriff's Department.
The SCC will also be looking for DCS members to help maintain Sheriff's
communications vehicles to be based at many Sheriff's stations. We will
have more information soon.
