MODULE I - INTRODUCTION TO C.I.R.C.L.E. 5
MEMBERSHIP IN C.I.R.C.L.E. 5

Membership with C.I.R.C.L.E. 5 is open to all amateur radio enthusiasts or to those who intend to be one, whether or not he/she is an Alpha Phi Omega member. A CIRCLE 5 member, however, does not automatically become a member of Alpha Phi Omega and carry the fraternal rights and privileges unless he/she is already an APO at the time of club membership or becomes one during club membership. (Please see "Membership in Alpha Phi Omega".)

REQUIREMENTS FOR CLUB MEMBERSHIP

1. Attendance in an orientation seminar of the club;
2. Submission of Membership Application Form duly filled-up and endorsed by two Regular Members as "Sponsors";
3. Payment of Membership Fee (for Regular, Associate, Auxiliary and Apprentice Members) and,
4. Payment of Annual Dues (for Regular, Associate and Auxiliary Members only).

CLASSIFICATION OF MEMBERS

1. Regular - a member who is a holder of an amateur radio station license or a holder of an amateur radio operator certificate, and who is a member of Alpha Phi Omega;

2. Associate - a member who is a holder of an amateur radio station license or a holder of an amateur radio operator certificate and who is related by consanguinity or affinity to an Alpha Phi Omega member;

3. Auxiliary - a member who is a holder of an amateur radio station license or a holder of an amateur radio operator certificate and who is not related to any Alpha Phi Omega member;

4. Honorary - a member who is a holder of an amateur radio station license or a holder of an amateur radio operator certificate who may not be a Regular, Associate or Auxiliary Member but who, because of outstanding contributions to the accomplishment of objectives and purposes of CIRCLE 5 is conferred either as Honorary Associate or Honorary Auxiliary by the Club. Honorary membership, however, does not include honorary membership with Alpha Phi Omega;

5. Apprentice - a member who may or may not be an Alpha Phi Omega member nor a relation thereof, and who is not a holder of an amateur radio license nor a holder of an amateur radio operator certificate.

6. CIRCLE - Y (CIRCLE Youth) - a regular, associate, auxiliary or apprentice member, age 21 years old and below.

RIGHTS AND PRIVILEGES OF MEMBERS

A Regular Member carries the rights and privileges of a member of Alpha Phi Omega International Service Fraternity and Sorority; to participate in all club activities, to avail the use of club facilities, to vote during General Membership Meetings and during election of the Board of Directors, to qualify and hold elective office (Board of Directors) or appointive office (Committee Chairperson) in the club, and to exercise such other rights, and enjoy such other benefits and privileges that may be designated by the Club or by the Board of Directors or by the National Council;

An Associate, Auxiliary or Honorary Member carries the rights, benefits and privileges of a regular member, except the rights and privileges of a member of Alpha Phi Omega and the right to hold an elective office in the club.

An Apprentice Member carries the rights, benefits and privileges of a regular member, except the rights to vote and to hold an elective office in the club. However, an Apprentice member who is appointed either as Chairman or Co-Chairman of C.I.R.C.L.E. - Y may exercise the right to vote during EXECOM Meetings only. An Apprentice member who is a member of Alpha Phi Omega shall exercise the rights and enjoy the privileges of a regular member except the right to vote and to hold an elective office in the club.

DUTIES AND RESPONSIBILITIES

1. To actively participate in all club activities, including the Club Net Call which require the attendance and participation of all members;
2. To attend the General Membership Meetings and Election of the Board of Directors;
3. To pay all dues and assessments of the club (C.I.R.C.L.E. - Y members are exempted from payment of membership fee and annual dues; all other apprentice members are exempted from payment of annual dues;
4. To observe and abide with the By-Laws and all other policy, rules and regulations that may be adapted by the club or promulgated by the Board of Directors.
5. For an apprentice member, to qualify and be a holder of the Amateur Radio Station License/Amateur Radio Operator Certificate within the first year of apprentice membership.

  • 6. In addition, an APO member shall observe his/her duties and responsibilities as an Alpha Phi Omega member as provided for by the National Constitution and By-Laws and the National Code of Conduct of Alpha Phi Omega International Philippines, Inc.

    The above discussion is all about the original club policy. During the General Assembly Meeting on December 9, 2000, the Club decided to categorize the membership into three: (1) Regular Members, (2) Associate Members, and (3) Honorary Members.

    1. Regular Member - is a member who is a holder of an amateur radio station license or a holder of an amateur radio operator certificate and who may or may not be a member of Alpha Phi Omega. Only Regular Members are eligible for election to the Board of Directors; and only a member of Alpha Phi Omega from among the Board is eligible for election as Club President.

    2. Associate Member - is a member who may or may not be an Alpha Phi Omega member nor a relation thereof, and who is not a holder of an amateur radio license nor a holder of an amateur radio operator certificate.

    3. Honorary Member - is a member who is a holder of an amateur radio station license or a holder of an amateur radio operator certificate who may not be a Regular member but who, because of outstanding contributions to the accomplishment of objectives and purposes of CIRCLE 5 is conferred such membership by the Club. Honorary membership, however, does not include honorary membership with Alpha Phi Omega. An Honorary Member is a non-voting member of the Club.
