Your thoughts about using all available space on the inner S layers as
additional P and G layers is right on target. I have been advising my
clients to use this approach for several years with the caveat that all
controlled impedance lines be examined for their respective return current
paths (as you had cautioned). The technique also can be used to decouple
different groups of traces from each other.
