2b.1 1(2) 17(1)(qq) User Services The licence allows a licenced amateur or a member of a User Service to use  equipment on amateur frequencies during an emergency or an exercise. Typically this would involve sending and receiving  messages on behalf of the User Service The Licensee may use the Radio Equipment to assist with communications in times of disaster or national or international emergency. What are the User Services?
User Service" means the British Red Cross, St John Ambulance, the St Andrew's Ambulance Association, the Women’s Royal Voluntary Service, the Salvation Army, any Government Department, any ‘Category 1’ responder, and any Category 2 responder as defined in the Civil Contingencies Act 2004;

Category 1 and 2  responders include:
 "blue light" services e.g. police, fire, ambulance, mountain rescue.  central government emergency planning staff local government emergency planning staff

In the case of an emergency or disaster the passing of messages can be passed internationally as well as nationally. You may also hear non-amateur stations involved in emergencies operating on amateur frequencies.

NB candidates need only know that the category 1 and 2 responders (in the Civil Contingencies Act are typically "blue light" services, central government and local authority emergency planning staff; a full list is not required.
