(*) A "good" USB <-> RS-232 converter produces an output voltage swing of at least +/- 10 Volts, has all handshake lines on the RS-232 side implemented, and has a good driver software which really supports all these handshake lines through the Windows API functions for the serial port. Beware, some interfaces / drivers don't. If your USB <-> RS-232 has an FTDI chip built inside, it will be a good one.
