You can get ex USSR diplomas distributed by CRC in Moscow and also distributed by regional Radio Radio Clubs. You have to send your application for the diploma or award directly to the regional Radio Club.
Ask any Russian Amateur about the rules, address of where you can send your application and price of postage of any Ex USSR diploma.
