The Portable Data Programmer (PDP) is a handheld tool that allows user configurations in FM1100 radios to be edited, copied and transferred between radios. It is a rare and expensive instrument. The PDP has an internal battery backup memory and is powered by the radio it is connected to (via the microphone socket). FM1000 series radios containing the Extensive Conversion will no longer require the PDP.

The Access Level (1, 2 or 3) authorised to the PDP is determined by the internal firmware which is executed from an EPROM. The PDP Access Level may be changed with the aid of the CDP. The PMRC has a Level-3 PDP.

In addition to the PDP function, this tool also provides the FSA (Field Service Aid) which allows several analogue functions of the FM1100 to be tested in the field.
