A base APRS station can enter coordinates manually, and transmit location, status, and messages through the internet if a radio and TNC are not available.

This method of communication is called TCP (Terminal Control Protocol), and is usually associated with IP (Internet Protocol).  The station connects through the internet to an APRS Server.  The APRS server stores information about other stations connected through TCP, and stations on RF which have been forwarded through an Internet Gateway (IGATE).
