There are many Muslims victims too. Muslim leaders from US to Saudi have repeatedly condemned terrorism, and issued Fatwas (rulings) against it. Not many newspapers publish them, nor many TV channels give due consideration to them. And that�s why you are not aware of it. The problem with "conclusions before investigations" is that it doesn�t solve the problem.
The real criminals/perpetrators are still roaming free, and planning next attacks. Another problem is that you are victimizing innocents, and those innocents may turn against the society. These, and more such incidents, tell you that you can't assume one community was responsible for a crime/problem, and then start to investigate who in that community committed that crime.
