Routine: 04/27/2026 0850 hours To: All Members From: Diana Feinberg, S-60 Tonight's District nets starting at 1930 hours are using the 2-meter W6TRW repeater cross-linked with the 440 Rolling Hills repeater, concurrently with 2-meter TAC-1 simplex; then starting at 1945 hours our 220 simplex frequency with an NBEMS digital message after the voice net; at about 1955 hours the 440 PV-West repeater voice net; and concluding at about 2000 hours with another NBEMS message on 2-meter TAC-1 simplex. All DCS members and members of the South Bay's city-affiliated disaster amateur radio groups are encouraged to check in on as many frequencies as practical from their respective location. (LMT-01) Routine: 04/27/2026 0900 hours To: All Members From: Diana Feinberg, S-60 Effective April 16, 2026, the Federal Emergency Management Agency restored user access to its Independent Study program. One may now register for and complete all self-guided ICS courses. FEMA's staffing is still impacted by the agency's budget appropriations lapse and technical assistance is unavailable at this time. But all users may resume taking whatever classes they need. (LMT-02) Routine: 04/27/2026 0930 hours To: All Members From: Diana Feinberg, S-60 Due to other events, our next Districts 3 & 17 Member Meeting via Zoom is re-scheduled to Thursday, May 21, during 1930-2030 hours. We'll be covering disaster communication developments in our area and upcoming DCS activities. (LMT-03) Routine: 04/27/2026 0940 hours To: All Members From: Deane Bouvier, S-50 Caos Capital has filed three FCC applications for experimental licenses to transmit 2.7 MHz-wide radar signals at 3 kW ERP, 10 kW peak power, anywhere in the 420-450 MHz ham band, for 6 months from April 15 to October 15. They propose three transmit locations in L.A. County: Hermosa Beach, Hawthorne, and El Segundo, and one at Desert Center in Riverside County. It is true that the Federal government is primary in the 70cm ham band, but Caos is asking for experimental licenses which must operate on a non-interference basis with licensed operators. We must continue to be vigilant and file FCC consumer complaints when we experience interference; never more important than now. We are aware that ARRL, the national amateur radio association, has made FCC filings to deny the new Caos requests. (LMT-04) Routine: 04/27/2026 0945 hours To: All Members From: Deane Bouvier, S-50 All members are again encouraged to use the 440 PV-West repeater during non-net hours to keep this frequency active. We would like to ensure PV-West's frequency isn't encroached by another repeater. (LMT-05) Routine: 04/27/2026 1000 hours To: All Members From: Diana Feinberg, S-60 Districts 3/17 are scheduled to operate the DCS Countywide Monday night net from the South Los Angeles Sheriff Station on May 4. We'll have a carpool leaving from West Torrance to travel in one vehicle to South LA. If you live north of West Torrance we might be able to pick you up along our route. Please advise if you can participate that evening...it's an opportunity to see and operate the DCS radios at South LA while enabling us to operate on multiple bands there. (LMT-06) Routine: 04/27/2026 1015 hours To: All Members From: Diana Feinberg, S-60 We need every member to periodically operate a portion of our Monday night nets either at the Lomita Sheriff Station or from home.
