POST-ACTIVITY REPORT

Name of Service Activity : 12th BSP National Jamboree APO Assistance Center
Period Covered : 27 December 2001 - 02 January 2002
Place of Activity : 12th BSP National Jamboree Site, Government Center, Kandahug, Palo, Leyte, Philippines.
Spearheaded by : APO-C.I.R.C.L.E. 5, Inc. and APO-Area Development Council 4, Region 8

PURPOSES:
1. To provide information services;
2. To provide lost and found services;
3. To provide speedy communication with the use of ham radio and other media of communication, ie, internet, telephone and cell phones.
4. To facilitate the speedy dispatch of communication/assistance during emergency situations;
5. Other assistance as are needed.

BACKGROUND:
On the afternoon of 26 December 2001, ADD 4 Bro. Arlindo Sabayan approached the officers of APO-C.I.R.C.L.E. 5, Inc. for assistance regarding the project. There being no project relative to the jamboree that was initiated by the RDC 8, the group then decided to act on the ADD's request and agreed to tie up with the ADC 4. Immediate representations were made at the jamboree site with Mr. Nelson Bernardo of the Jamboree Boy Scouts Association (JAMBSA) and with Bro. Jorge Galang, the BSP National Project Director. Through their help, the APO-Assistance Center was recognized as an official staff/support group of the 12th BSP National Jamboree under the Sub-Camps Committee.

Meanwhile, the C.I.R.C.L.E. 5 officers immediately contacted the group's members and available alumni members thru ham radio, telephone, cell phone, and thru the internet; while the ADD rounded up any available resident members of collegiate chapters within his area of responsibility. The group also assisted the ADD on the latter.

LOGISTICS:
The resources were: APO-C.I.R.C.L.E. 5 members, alumni and resident members, APO volunteers from the jamboree site and non-APO C.I.R.C.L.E. 5 volunteers; 1 Base Radio Transceiver with an aerial antenna mounted on a 60-foot mast; Portable radio transceivers; cell phones; 1 telephone line connection; 1 computer with internet connection; 2 tents; folding beds; tables and chairs; transport vehicles; jamboree site map, program and information materials; and financial and moral support from alumni members.

OPERATIONS:
On the early morning of 27 December 2001, the APO-Assistance Center set up camp at Sub-Camps Committee and immediately established communication linkages with the different committees and sub-camps at the jamboree campsite. Despite the constant drizzles and sometimes heavy rains, daily volunteers earnestly took up post in each of the seven (7) sub-camps and set-up an APO sub-assistance center in continuous radio contact with the APO Assistance Center. Other volunteers who were dispatched: roving/mobile field monitors and monitors at every scouting activity site. The Center was manned day and night by volunteers including New Year's Eve.

The APO-Assistance Center provided assistance in three (3) emergency medical situations, provided daily weather updates, scouting activity updates and situationers among others.

The APO-Assistance Center decamped at around 4:00 P.M. of 02 January 2002 after the Closing Ceremonies of the 12th BSP National Jamboree.

FELLOWSHIP:
The APO-Assistance Center became the hang-out of APO Brothers and Sisters and fellow Hams during the Jamboree especially to those APO members and fellow Hams who came from the different Boy Scout delegations. Except for the first two nights, there was a nightly fellowship whereby APO members and fellow Hams came to meet and know each other. To the volunteers, the APO-Assistance Center became a symbol of Service, a life-time memorable experience, a fulfillment and satisfaction for a job well done. The APO-Assistance Center decamped at around 4:00 P.M. of 02 January 2002 after the Closing Ceremonies of the 12th BSP National Jamboree.

COMMENDATION:
"For devoted and valuable service and support to the youth development program of the Scouting Movement which contributed to in a large measure to the success of the 12th National Jamboree held on 27 December 2001 - 02 January 2002 at Palo, Leyte, Philippines," APO-C.I.R.C.L.E. 5 received a Certificate of Commendation.
