The earth's ionosphere is affected by its magnetic field. When there is high magnetic field activity, the ionosphere becomes lossy and no matter how high the solar flux (which determines MUF), HF radio propagation conditions will be worse than when the geomagnetic activity is low. The planetary A index, Ap, is a measure of this activity. NOAA publishes predicted values of Ap at the 27 day outlook. There is more information at The DX Listener's Club and the solar real time display.
