It is stressed throughout this paper that the Amateur Service should be judged on a global basis. It is recognized that there are more amateurs per head of population in some countries compared with others. Nonetheless, the Amateur Service represents a beneficial potential that must be preserved in every countries as not only being in the national interest but also as part of the quality of life of the community. It is the aspiration of every country to provide its citizens with the quality of life at present enjoyed in only a few countries. Amateur radio is part of that quality of life.
