Perry,

Any schematic capture tool will allow you to enter schematics. All
the CAD vendors have them. They usually have a tool with an analog
bent to them. They usually come with a library of Rs, Cs, Ls, etc.
and a netlister to spice format.

Pspice used to have a schematic capture tool included with the
simulator.

Unfortunately (or fortunately) drawing schematics by hand is a
dying artform. Most digital engineers prefer to synthesize circuit
using verilog code.
