Below is the packet message format used in Josephine County. All of the important information is there. It is easy to read. Time/date stamp with sending station at the bottom. The air time was 18 seconds.

If this information was generated by office personal and placed on disk there would be on security problem. This is not a NTS format. I think messages to and from the field are more easily understood if in a familiar format.

Placing message number one ( MSG #1) on hard copy is also easy to distribute and track. Placing more than one message on one page is confusing. Also, messages may go to different personal in different locations. Therefore one message per page.
