Club Constitution and By-laws
 

Be it known that we, the undersigned, wishing to secure for ourselves the pleasures and benefits of an association of persons commonly interested in Amateur Radio, constitute ourselves the Lubbock Amateur Contest Club and enact this constitution as our governing law. It shall be our purpose to provide communications through Amateur Radio to the community as needed for emergencies, natural disasters and special events. This will be achieved through training programs, contesting, and any other means necessary in emergency situations.
    All persons interested in Amateur Radio communications shall be eligible for membership.
    Any and all persons shall have access to the club records, Constitution, and by-laws.
 
1. OFFICERS AND TERMS OF OFFICE:
    a.  President - one year
    b. Secretary - one year
    c.  Treasurer - two years
    d.  Vice Chairman - two years
    e.  Chairman - three years
    f.  Public Relations Officer - one year
    g.  Property Officer - open term
 

Should any Board member resign his of her post, it must be done in writing. At the next Club meeting, members of the Club must vote in new officers within 30 days. An existing officer may not fill a vacated officer position.
 

2. DUTIES OF BOARD MEMBERS:
    a.  President: Runs all meetings and activities of the club.
    b.  Secretary: Records all Club meetings and all other paperwork for all Club activities.
    c.  Treasurer: Keeps all Club money and records: Bank Account, Savings Account, Donations and Expenditures.
    d.  Vice Chairman: Presides over meeting in case president cannot attend or fulfill his position. This includes all responsibilities.
    e.  Chairman:  Presides over meeting in case president of vice chairman cannot attend a meeting or cannot fulfill positions. This includes all responsibilities.
    f.  Public Relations Officer: Promotes Club to community and coordinate events including all coordination with local officials in case of an emergency.
    g.  Property Officer: Responsible for storage of Club property and/or equipment, etc.
 

3. FINANCIAL REQUIREMENTS OF CLUB:
    a.  Club activities are to be funded by dues collected from membership and donations.
    b.  Dues of Club members are not to exceed $12.00 a year. Dues will be due by September 1st, with the year ending July 31st.
    c.  In the event of disbanding the Club,and all equipment, properties will be sold. Current Club members having first chance to purchase at a fair market value. Money acquired from this sale will be added to any existing money which will be donated to nonprofit organizations.
 

4. DISCIPLINARY ACTIONS:
    a.  Any violation of Part 97, which causes a complaint to be files on the Club, in which the compliant will be reviewed by the Board of Directors. Their decision for discipline or expulsion will be final. (See attachment FCC Part97)
    b.  Any misconduct or inappropriate action, or action detrimental to the Club or the community will be brought to the Board of Director's attention for review. Their decision for discipline for expulsion will be final.
    c.  These rules of discipline may be amended and voted on in regular meetings.
 

5. MEETINGS:
    a.  Club meetings are to be held the second Wednesday of every month.
    b.  Board of Director meetings are to be called once every quarter. All board meetings are to be announced at club meetings or by newsletter.
    c.  A quorum is required to vote on club officer positions. (2/3 membership)
    d. Any votes agreed upon by the Board of Directors must contain a quorum. (2/3)
 

6. CONTEST OPERATIONS:
    a.  Any and all club members are eligible for participation in any sanctioned event by the club.
    b.  Any and all club members may sign out equipment for any sanctioned event.
    c. And damage beyond normal wear and tear is the responsibility of the individual subject to be reviewed by the Board of Directors.
    d.  Contest logs that are submitted by a club member for a sanctioned event need to be reviewed by both president and secretary.
    e.  Rules for sanctioned events will be followed as outlined by sponsored organizations.
    f.  Any violations will be handled in accordance with disciplinary actions.
