Basically, getting licensed is pretty easy. You get a book, learn a bit about some basic electronics and operating practices. The book has the entire question pool in it (so they give you the questions and answers). When you are ready, you find a test in your area and take the test.

Why are you required to take a test? So you have some knowledge about the different aspects about the hobby and have some understanding about how to communicate.
