CHARL Inc. is the first and only amateur radio club in Bohol recognized by the Philippine Amateur Radio Association Inc. (PARA) and by the National Telecommunications Commission (NTC).

Involvements in Development Planning:
CHARL is a member of:
1. the Provincial Disaster Coordinating Council (PDCC) Communications and Warning Committee
2. the City Disaster Coordinating Council (CDCC) Communications Committee
3. the City Development Council (CDC) representing the city's accredited NGO/PO's, 1998-2001
4. the City Peace and Order Council (CPOC) representing the city's accredited NGO/PO's, (two terms) 1998-2004
5. the Tagbilaran City Emergency and Medical Response Operations Team (TCEMROT) - Support Group, 2000-present
6. the Sandugo Foundation, Inc., as Chair of the Communications Committee

Milestones:
1. one of only 42 accredited NGOs/POs in the City of Tagbilaran in 1998; and elected to the City Development Council (CDC) and City Peace and Order Council (CPOC);
2. one of the NGOs/POs accredited by the Province of Bohol in 2001;
3. one of only 36 accredited NGOs/POs in the City of Tagbilaran in 2001; and re-elected to the City Peace and Order Council (CPOC);




  Vision:
     To guide and assist in uplifting the moral, cultural and social values and economic condition of the people especially the less privileged through self-reliance and to achieve national identity for the crisis through the Filipinization movement of the organization.
  Mission:
1. To engage in the dissemination of government program information for the welfare of the community as a way of service to the people;
2. To help arrest disorder in the community by direct link with the authority thru amateur radio communication;
3. To assist government in promoting the principles of democracy, good government and social justice;
4. To offer assistance to the public during times of emergencies and calamities.
