Hawaii County Fire Department

Introduction

The Hawaii County Fire Department's "Fire Protection Division" has the responsibility of protecting life and property from fire and other multifarious emergencies. HFD's multi-emergency work force manages a variety of crises throughout the island of Hawaii and adjacent shores. HCFD provides the following services for all Big Island residents and visitors: (1) Fire suppression (structural, vehicular, brush, crops, etc.), (2) medical emergencies (pre-hospital for traumatic or natural illness), (3) land and sea rescues involving water sports or fishing, overdue hikers, hunters, or fishermen, etc; (4) vehicular or other extrications, (5) hazardous materials mitigation. Hawaii Fire & Emergency Medical Services Structure

Based on available information at the time of this update, the Hawaii Fire Department has 20 full-time fire/medic stations, and twenty volunteer stations.  There are over 60 apparatus and support vehicles, including 20 engines, 2 ladder companies, 2 rescue companies, 5 tankers, 2 fuel trucks, 2 rescue boats, 2 brush trucks, and a specialty truck for Waipio Valley incidents.  The volunteer fire department has additional engine, tanker, and brush trucks that are available for a variety of emergencies that may occur.

Battalion Divisions

For firefighting purposes, Hawaii County is divided into two battalion areas, East and West.

All multiple-alarm incidents require that a battalion chief be dispatched to provide incident command and control under ICS guidelines.

Radio Communications

Initial dispatches for fire and/or medic units are done on 154.385 MHz using a two tone paging system similar to those used by the Federal Fire Department on Oahu and various EMS departments statewide.  Unlike Oahu and Maui, both Hawaii and Kauai County dispatches both departments to fire and medical calls.

In addition, the fire department maintains communications between county lifeguards at several beaches on the island.

FCC Call Signs

The primary call sign used during dispatches is: KVC 491.

Channel Assignments

Each station and medic unit is assigned a pre-determined tactical frequency as outlined below.  All on-scene communications and unit status reports take place on that one frequency.  Medics switch to MEDICOM on 453.400 for all ambulance-to-hospital communications.  Channels 4 and 5 are tactical simplex frequencies that are used in major multiple-alarm emergencies where coordination and direction is of utmost importance.
