Summary of the Governing Rules for Amateur in Indonesia

A. Amateur Radio Classes and Privileges.

    YH Class (No Code Class):

  • Permitted to operate in UHF and VHF except in the satellite segments.
  • Permitted for local communications only.
  • Validity of license two year.
  • YD and YG Class (Novice Class):

  • Permitted to operate on all band except on 20 meter (CW mode only).
  • Permitted only to operate on 80 meter on PHONE mode.
  • Permissable output 10 watts.
  • Permitted for local communications only.
  • Validity of license three years.
  • YC and YF Class (General Class):

  • Permitted to operate on all band except on 20 meter.
  • Permissable output 25 watts.
  • Permitted for international communications.
  • Validity of license five years.
  • YB and YE Class (Advanced Class):

  • Permitted to operate on all band.
  • Permissablae output 500 watts.
  • Permitted for international communications.
  • Validity of license five years.

B. Syllabus for Examination by Class.

    YH Class (No Code Class):

  • Basic radio techniques.
  • Basic knowledge on radio regulations, law and operating procedures.
  • National ideology and constitutions.
  • YD and YG Class (Novice Class):

  • Basic radio techniques.
  • Basic knowledge on radio regulations, law and operating procedures.
  • National ideology and constitutions.
  • Morse code test 5 WPM sending and receiving.
  • YC and YF Class (General Class):

  • Advanced radio techniques.
  • Advanced knowledge on radio regulations, law and operating procedures.
  • English communications laguage.
  • National ideology and constitutions.
  • Morse code test 8 WPM sending and receiving.
  • YB and YE Class (Advanced Class):

  • Advanced radio techniques.
  • Advanced knowledge on radio regulations, law and operating procedures.
  • English communications laguage.
  • National ideology and constitutions.
  • Morse code test 12 WPM sending and receiving.

C. General Conditions for Examination Application.

  • Applicant must be Indonesian Citizen.
  • Applicant must be minimum 14 (fourteen) years of age.
  • Applicant must have in possession of certificate of good conduct issued by the authority (police department).
  • Applicant pays examination admission fee.

D. Examination

Examination will be established by the Directorate General of Post and Telecommunications based on regular schedule throughout the year. Certificate of proficiency will be issued upon passing the examination for respective classes.

Application for License

    Applicant should submit for: station permit and operator's permit.

    Application should includes:

  • request to establish a radio station using an issued form from the PosTel.
  • state certificate of proficiency according to the respective class.
  • license fee per annum as stipulated by the govenrment (PosTel).

    All application should be submitted to the Directorate General of Post and Telecommunications through the organization at the "LOKAL" level.

E. Foreign Amateur Who Wish to Obtain License

Foreign amateur who wish to obtain license in Indonesia:

  • Should have in their possession a temporary residence or residence permit in Indonesia.
  • A reciprocal agreement has been established by the two countries.
  • Application consists of:

    * Copy of temporary residence permit.

    * Copy of valid amateur's license of country of origin.

    * Request to establish a station.

    * Pay license fee as stipulated by the government regulation (PosTel).

F. Foreign Amateurs Class and Privileges

License class and privileges will be issued based on original license possessed.

  • Should obey all rules and regilations applicable to amateurs in Indonesia.
  • Validity of license will be only 1 (one) year. Extension of license will be granted subject to aforementioned paragraph E - 3.
  • Callsign will be allocated with a special suffix under AQA to AZZ.
  • All application should be submitted to the Directorate General of Post and Telecommunications through the organization at the "DAERAH" (provincial) level.

    Note:

    Operation of a transitting guest operator utilizing existing permitted station is strictly prohibited.

G. Reciprocal Agreement

Based on mutual agreement between two government as it stand, reciprocal agreement has been established by the government of the Republic of Indonesia with the following countries:

  • United States of America
  • United Kingdom
  • Canada
  • Australia
  • Federal Republic of Germany
  • Netherlands
  • Sweden
  • Belgium
  • France
  • Argentina
  • Finland

H. General Operation

  • Club Station :

    Development of club station on "LOKAL" level is emphasized to promote as a center of activity for communication training, e.g. daily local net, dx-ing, organizational news and announcements, seminars, etc.

    Callsign allocation for this purpose is YB and YC prefix, digit on call area, followed by ZAA - ZZZ suffixes.

  • Monitoring:

    By law, all members should participate in monitoring the amateur band and report any interference, discrepancies or any activity not in accordance with the general rules of amateur radio.

  • Repeaters:

    Repeater network under experimental basis has been approved by the government and repeater operation permit were issued at the DAERAH (provincial) or LOKAL (district) level under provincial level's supervision.

    Repeater identification should be the repeater callsign followed by stroke R (/R)

The ORARI yearly Calendar of Event marks not only provincial or district activities on contest, field days, JOTA, etc., but also organizational activities such as conventions, seminars, training programs as well.
