Contact Sanmina/Hadco/Zycon in Santa Clara,CA. They hold patents on buried
capacitance and have years of experience with developing ultra fine copper
processes to use on thin FR-4 layers. The patents focus on the processes
necessary to avoid dendrite growth and (as I recall) yield a product that
passes 500VDC tests. Dr. Jim Howard is perhaps the man you want to search out.
