I have worked with ATN Microwave, Inc. in Boston (acquired last week by
Agilent) in extracting RLGC from s-parameters. I my case, I was using
differential s-parameters, so the matrix was 4 x 4, not 2 x 2. ATN has a
software package that does this that is based on the following reference:
W. Eisenstadt and Y. Eo, "S-parameter-based IC interconnect transmission
line characterization," IEEE Transactions on Component, Hybrids and
Manufacturing Technology, Vol. 15, No 4, August 1992, pp. 483-490.
