A second note. Your suggested construction of placing a via-connected ground
around the edge of the power plane is somewhat like rolling the open edge of
a power/ground plane pair up to the surface. Because of the sharp turn
radius, it is probably better than the simple open edge, and it would allow
for the mounting of "spoiler" capacitors as well. The reason I prefer a
separate set of rings with gaps (slots) that can be chassis connected (if a
chassis is available) is for improved ESD protection. When left partially
exposed (i.e., no soldermask over part of the outer trace), the outside rings
offer a "sacrificial strike region" that can intercept potentially damaging
strikes and carry the bulk of the associated current to a chassis structure
without passing through the circuit portion of the PCB.
