If you're designing for Part 68 (TNV circuitry),
you should be looking at the tables in UL-1950,
3rd Edition. UL and the FCC might know something
about IPC 2221 Feb 1998, which has superceded
IPC 275 Sept 1991. But, that's not the standard
to which they'll say yea or nay to your device.
Depends upon your specific need.
