One such example is Intel's BX-based motherboards have the optional spread
spectrum clocking feature, which modulates the clocks for processor,
chipset, memory, and PCI, but keeps the USB clock fixed.

Spread spectrum clocking and PLL's can be compatible. It is used in most
PC's
built today.
It is important not to use it for clocking a network or other functions that
requires a fixed frequency.
However it is possible to design the system so that the network front end
frequency is fixed but the
noisy processor section can use spread spectrum clocking.
