Being clockable at 200MHz doesn't mean it can be used in your
synchronous circuit at that clock rate. It just means the device all by
itself can be clocked that fast.

Also, I don't know if this matters (haven't used GTL), but the
clock-to-output delays for the part are specified with a 30pF load on
the GTL port; the actual device delays might be lower depending on the
load.

Or you may need to consider a faster device.
