Good discussion on a topic that's becoming pertinent to many of us in
the SI business. I've done a little work in behavioral model
development and simulation, and here's my take. Syntactical correctness
and the ability to run the model in a simulator are the "CAD" side of
IBIS datasheet "goodness." The "electrical" or "physical" side of the
same topic involves comparing enough measurements to simulation to
insure that the behavioral representation of the circuit accurately
matches the real silicon. As IBIS consumers, we need to make known to
our vendors the need for both CAD and electrical verification, even to
the point of writing these things into our purchase agreements. Money
talks.

So what if a user receives a commercial model that he/she
believes is
defective in some way and notifies the model's developer of the
fact?
Then the developer submits it for verification. Will this
overload the
system? This would provide a single point of contact between the
developer and the verifier.

Granted, the model developer should have ensured model
compliance
prior to releasing it to the user community, but at least this
would/could
provide verification after the fact in problematic cases.
