I went through something similar a few years ago, not Monte Carlo
analysis, but trying to set the simulation temperature using a
parameter.

You can't do it.

HSPICE technical support (then Meta Software), in their usual wisdom,
gave me the wrong answer to my question. But it comes down to the
fact that TEMPER is an internal read-only parameter.
