The intent of the burried capacitance layer is to
provide close proximity decoupling for the higher
frequencies. It is not usually intended to be the
image plane of signals as the burried capacitance is
between gnd and V. So, the higher EsubR and its
associated lower velocity of propagation does not
affect any signals. All other layers are pressumed to
be of standard EsubR and spacings. The skin effect is
also not a factor for decoupling purposes. Even though
at mm waves the "rough" surface vs a smooth surface
may have secondary terms of effect, those are moot at
1-2 GHz, especially if the burried capacitance layer
is not used for imaging signals.
