I would bet that the internal L of the 10 uF cap is getting in the way but
the smaller 4.7 has less parasitics. Are you using smaller 0.01 uF caps
also to get better high frequency performance? Remember the resonant
frequency of most high value caps is very low, in the low MHz range. You
are mostly trying to regulate very high frequency noise and the large caps
have high impedance to those spikes.
