I've used them successfully (once) in the past.

If you can get HSPICE models from the vendor, then HAS should be able
to get the IBIS together for you, on a per-buffer basis. You may want
to define the pin-out yourself, as HAS would have charged me a small
fee per pin to put that info in the IBIS file. YMMV (Your Mileage May
Vary), as this was about a year ago.

I'm not sure whether HAS can perform physical measurements.
