Technically, you can't. Each card needs at least 0.570 inches on one side
plus 0.105 inches on the other plus the thickness of the board (0.07 inches
max), for a total of 2 * 0.745 = 1.49 inches. If you squeeze it into a
space only 1.4 inches high, some cards will not fit without
rubbing/shorting.

If you know exactly what PCI cards you will be putting into it, this might
not be a problem for you.
