If HP ADS is the "Cadillac" of simulators then a program called PUFF from
California Institute of Technology is the Yugo. But it's extremely cheap and
gets the job done. (Or at least gets some of the simpler jobs done.) Look at

Anyone with microwave experience care to
recommend simulation software that aids
with microwave PCB layouts?
Input would be Mentor.

Or can I assume software such as Hyperlynx
or Incases would be sufficient?
