Tektronix has published several papers on this subject.
HP has an application note on general TDR theory.

There is a book "High-Speed Digital Design: A Handbook on Black Magic"
by Howard W. Johnson which covers capacitance measurements as well as
other TDR measurements.

The SI-LIST has archives in which reference materials were discussed.
Check the dates from late Nov 98 to mid Dec 98 as I remember some
comments that some of the books were going onto a Christmas wish list.

You could also check out the TDA Systems Web site at
http://www.tdasystems.com
They sell software that runs on a PC and makes analysis of TDR data (and
conversion to capacitance) very easy.
