I know of a counter capable of producing a 1 ps readout. BUT there is the
disadvantage of having to accumulate 256K measurements...
It is the HAMEG 8122 counter.

Apart from that I recommend one of the better analog sampling oscilloscopes
featuring 18 GHz bandwidth. But they require a repetitive signal also...

My 0.02 Euro worth...
