Eric,
The simplest model for your ICs Power/Ground input impedance may be a VERY lossy capacitor. But the desired complexity of the model needs to be specified in terms such as bandwidth or frequency range, digital vs narrow band
analog, etc. Consideration should also be given on whether to separate the package parasitics from the silicon (GaAs, or whatever) parameters, especially if your IC has multiple Power and Ground pins.
