Here is yet another question on the ever-popular subject of
power-supply bypassing:

Suppose that space constraints force you to put the local
chip bypass capacitors on the opposite side of the board
from the IC core you are bypassing. Is it better to have the
power plane closer to the side of the board with the IC
or the side of the board with the bypass caps? Assume
the following:

1. Many ground and power pins for the IC core
2. The power plane is close to a ground plane (<< 10 mils)
to minimize planar inductance.
3. There are multiple ground planes so either side is close
to a ground plane (but not the single power plane).
