The problem is that all these things (Absolute Min & Max ratings, Vil(min) &
Vih(max) ) are DC or steady-state limits whereas overshoots are transients.

In many applications, it can be nearly impossible to contain overshoots to
no more than 0.3V or 0.5V or whatever is the spec DC limit. Sometimes real
signals simply don't work that way.

Unfortunately, without some sort of overshoot tolerance information from the
vendor, I don't think you can decipher what you need from the data sheet.
Without a spec, you really must go back to the vendor and press him for a
spec, or abandon that vendor and get your chips from someone else (and let
the first vendor know what you did and why).
