The Amateur Radio Activities In Hong KongAugust 2001 update edition
Firstly, The department in charge of amateur radio affairs in Hong Kong is the
OFTA (Office of the Telecommunications Authority). To become a licensed amateur radio operator in Hong Kong, you have to sit for an examination that prove you have sound knowledge on amateur radio and the ability to operate the equipment efficiently and legally. The contents of the examination is include licensing conditions and basic theories of RF and electronics.

There are 2 examinations recognized by the OFTA: The first one is conducted by the Hong Kong Institute of Vocational Education,Tsing Yi. While the other one is the Amateur Radio examination conducted by the City & Guilds of London Institute.

There are 3 classes of licence in Hong Kong: Full , Intermediate and Restricted. When you succeed in passing the above examination, you can apply for an amateur radio station licence (restricted). OFTA will allocate a callsign with VR2 as the prefix (VR2 represents Hong Kong), and the suffix identifies your amateur station. This combination forms an unique callsign in the world. It allows you to operate on frequencies above 30MHz. For detailed frequency band allocation and emission mode, please refer to here. If you want to operate below 30MHz, you need to pass the Morse code test organized by the Hong Kong Institute of Vocational Education,Tsing Yi. There are 2 level of Morse code test, 5 words per minute and 12 words per minute. If you pass the 5 words per minute, you can apply the intermediate class licence. If you pass the 12 words per minute test, you have met the requirements for applying the full licence.
