I had to end up starting at the beginning several times, once after each alignment session. Since 15 and 20 are the sum filters, I noticed that the slightest change in 20 gave a BIG difference on 15. I was also using a OM-2, and was getting fairly frustrated with the whole thing. It took me several times to get it right, and as you get closer each time, the tuning gets hyper-critical. I did notice that the absolute best on 15 was not the best power out for 20, but finally got it to 4.5W on 15, and 6W (max) or so on 20. One of the tricks I found was that when you see the OM-2 needle start to increase very rapidly, take it out of tune, give it a couple of seconds or so, then start the tune again. This is particularly important as you get closer to the best power out, as it gets very, very sensitive to adjustment. Also, make sure you are going through the filters in exactly the order specified, which I assume you are doing. You should be able to find a very small nitch where you get good power out on both, though 15m will be lower.
