The instructions call for wire lengths that leave fairly long tails, like 3", which come in handy for suspending the coil in a pot to boil it for a while. When you are done they should look like the ones in all the photos on the web site. 1.5 to three inches left over is about right. They purposely specify wire lengths a little long to make it easier to wind the last few turns. Leave the leads at least a 1/2" long when you strip them so that it's easy to thread the ends into the board and snug down the toroids by gently pulling on the lead on the far side of the board.
