What government agencies pay attention to is (1) what your position is, pro or con, and (2) that you felt strongly enough about the issue to express an opinion. Just an example. This is a copy of my filing for Docket - 03-104: --- Commissioners: I urge you NOT to allow the power companies to provide broadband internet services over power lines. As an amateur radio operator, I face more than my fair share of interference as it stands. I am a QRP enthusiast which is to say that I make every attempt to contact other amateur radio operators world-wide using as little effective radiated power as possible. To qualify for most QRP events this would mean power levels of 5 watts or less. Many times, it takes patience, experience, a VERY low noise receiver and a lot of luck to pull a QRP signal out of the air in the face of the ever growing number of interference sources. QRP operations not only test the ability of the operator and equipment but also provide real world experience in establishing communications in less than desirable conditions - IE; emergency communications. The power companies have already shown their inability to maintain the grid sufficient to prevent interference with amateur radio operators thus far if the number of reported power line interference complaints is any indication. Please do not allow them to exasperate the situation by introducing more factors to the equation. The letter is now in the public domain as it is a "public filing" with the FCC. You may all post or copy it to your hearts content. One note: I sincerely believe that "form letters," while a powerful medium, do not yield the same power of INDIVIDUAL letters. IE; If the FCC receives 1000 copies of the filing I made with the only changes being the person making the filing and the signature line, I don't think that it will make as big of an impression on the Commissioners as 1000 "personal" comments from the same 1000 people filing. I posted my filing as an example - something to work from in the event that someone wanted to file a comment of opposition but could not quite find the words. Please do not file word-for-word copies of it for the above stated reason and more. You may want to check this out with the authority your mailing the letters to. A "standard" letter, with the proper information of the individual sender could well count as yet another complaint against PLC. The standard letter will make more people send in their complaint and have their voices heard. btw: Broadband by powerline is very difficult. The Dutch power company that made a trial run stopped it because the bandwidth was insufficient. 73' Leo PA5LS +++++++++++++ From: "Deinhardt, Toby" To: "'Elecraft Reflector '" Subject: RE: [Elecraft] Broadband by power line -- a problem? This important issue is best discussed elsewhere than on this list. Before US amateurs make their comments they may be interested to read a report on the RSGB EMC Committee site at http://www.qsl.net/rsgb_emc into tests during trials in Perthshire into proposed UK PLT schemes. The report is covered in June RadCom which arrived today and makes grim reading. It is reported that interference on 3.5MHz and 7MHz was 'severe', also one of the schemes uses a 4.8MHz centre frequency and effectively makes our 60m allocation unusable. Like in the US, in Europe it seems this whole issue is pressurised by politics and they seem hell bent on introducing it regardless. 73 Dave G3YMC dsergeant at btinternet.com http://www.dsergeant.btinternet.co.uk +++++++++++++++
